A regular meeting of the Homestead Township Board was called to order at 7:00 p.m., by Chair, Cathy Demitroff.
Present by Roll Call: Cathy Demitroff, Shelley Rosa, Mary Geetings, Matt Miller, and Carol Moore
Also present: Bob Rosa, Frank Walterhouse, Brittney Jones, Shadow Lawrence and Calvin Smith.
The entire audience participated in the Pledge of Allegiance.
APPROVE AGENDA: Motion by Miller to approve the agenda with additions, to include Poverty Exemption Income Guidelines and Asset Test under New Business, and to include Clean -Up Day under Old Business. Support Moore with additions. All Ayes. Motion Carried.
APPROVAL OF THE DECEMBER 6th MINUTES: Motion by Rosa to accept the December 6th minutes with corrections. Misspelled Hutchings and on pg 2, ABI Energy Management Agreement was for 6 months and $600.00 dollars. Support Moore with corrections. All Ayes. Motion Carried.
REPORTS: - Treasurer's: Motion by Moore to accept the Treasurer's Report as presented. Support Miller. All Ayes. Motion Carried.
Clerk's: Motion by Miller to accept the Clerk's Reports as presented. Support Rosa . All Ayes. Motion Carried.
Zoning Administrator's: - No Report
Supervisor's and JPC's Report: Motion by Rosa to accept the Supervisor's and JPC's reports as presented. Support Miller. All Ayes. Motion Carried.
APPROVAL OF BILLS: General - Motion by Miller to pay the General Fund Bills. Support Moore . Roll Call. All Ayes. Motion Carried.
Fire Mileage - Motion by Moore to pay the Fire Department Bills. Support Rosa . Roll Call. All Ayes. Motion Carried.
CORRESPONDENCE: Land Plan.
PUBLIC IN PUT: None
NEW BUSINESS:
Poverty Exemption - There was no example of the Poverty Exemption and Income Guidelines and Asset Test present for the board to review, however the Supervisor, stated that there were no changes from last year. Motion by Miller to approve the Poverty Exemptions and Asset Test for 2011. Support Moore . All Ayes. Motion Carried.
Energy Grant Resolution: Homestead Twp was awarded a $40,000 grant from the Northwest Michigan Council Governments to support Energy Efficiency.
There needs to be a 5 member board, we currently have 3. Suggestions were given to the Supervisor who will work on getting members.
Motion by Geetings to accept the Draft Resolution presented to the Board for the Renewables and Energy Efficiency for Local Government Programs for 2010-11, with the following questions that need to be asked: Will the board members be paid a fee per meeting, and how long will the township have to continue the energy saving account? Support Miller. Ayes - Demitroff, Geetings, Rosa and Miller. Nay - Moore .
Motion by Geetings to accept G-Energy to conduct an Energy Audit on the township hall and fire barn, only after the board sees the requirements that are in the Audit, and with a cost not to exceed $4,000 dollars. Support Miller. Ayes - Demitroff, Geetings, Rosa and Miller. Nay - Moore .
Board of Review Training: Motion by Miller to approve Board of Review training for Connie McMorris, Joy Brozofsky, Shelley Rosa, and Cathy Demitroff through MTA, at the Great Wolf Lodge on February 25th for $75.00 per person, and to approve trainingfor Shelley Rosa, and Nadine Scowden to attend Assessors Training at the Park Place in TC on January 21st, for the cost of $125.00. Support Geetings. Roll Call. All Ayes. Motion Carried.
OLD BUSINESS:
JPC - A draft budget for the Village of Honor to join JPC was distributed for review.
Policy and Procedures: Each board member was given a section of the Policy and Procedure Manual to start reviewing.
Fire Department: 4 Runs for December. 48 for the year.
Questions were asked regarding the fuel bill from last month. There was only one run for the month of November, and the fuel bill was over $300.00. Frank will review the fuel bills with Shelley before next month.
Clean-up Day: May 21st, this will be discussed further next month.
PUBLIC IN-PUT: Bob Rosa - Regarding the Energy Audit, who holds that company accountable for the Audit that they performed on this building?
ANY OTHER BUSINESS TO COME BEFORE THE BOARD: Both the Assessor and the Janitor's contracts are up on March 31, 2011. Copies of the contracts were given to the board for review for next month's meeting.
