A regular meeting of the Homestead Township Board was called to order at 7:00 p.m., by Chair, Cathy Demitroff.

Present by Roll Call: Cathy Demitroff, Shelley Rosa, Mary Geetings, Carol Moore, and Matt Miller

Also present:   Bob Rosa, Frank Walterhouse, Andy Loveland,  Brenda Miller Gokey,  Ken Gokey and Kenneth Gokey, and a room full of volunteer firemen.

 The entire audience participated in the Pledge of Allegiance.

APPROVE AGENDA: Motion by Rosa to approve the agenda with additions, to include Concession Stand under Public In Put,  Road Brining, Dumpster, Cherry Bowl Cruisers, Telephone and Park Spill Ways , all under  new business.  Audit figures under old business, however new figure were not presented.   Support Miller with additions.   All Ayes.  Motion Carried.

APPROVAL OF THE APRIL 4th MINUTES: 

Motion by Rosa to accept the  April 4th minutes with corrections:  The Fire Dept gave the Coho Festival permission to use the plates in the kitchen. The meeting adjourned at 8:10 p.m.  Support Miller.   All Ayes.  Motion Carried.

REPORTS:  - Treasurer's:  Motion by Geetings to accept the Treasurer's Report as presented.   Support Miller.  All Ayes.  Motion Carried.

Motion by Miller, support Moore to approve the roll over figures as presented.

Clerk's:  Motion by Miller to accept the Clerk's Reports as presented. Support Moore .  All Ayes.  Motion Carried.

Zoning Administrator's:  Motion by Rosa to accept the Zoning Administrator's, report as presented.   Support Moore .  All Ayes.  Motion Carried.

Supervisor's and JPC Report:  Motion by Rosa to accept the Supervisor's and JPC Reports as presented.  Support Moore .  All Ayes.  Motion Carried.

APPROVAL OF BILLS:   General - Motion by Rosa to pay the General Fund Bills. Support Miller.  Roll Call.  All Ayes.  Motion Carried.

Fire Mileage - Motion by Rosa to pay the Fire Department Bills.  Support Miller.  Discussion followed regarding the EMS Training invoice.  Motion by Rosa to amend the motion to pay all the Fire Dept  Bills, except EMS training.  Support by Miller on the amended motion.   Roll Call.  All Ayes. Motion Carried.

CORRESPONDENCE:    Michigan Medical Marijuana Act Seminar,  Aerial Spraying for Eastern Tent Caterpillar and Gypsy Moth.

PUBLIC IN PUT:   Kenneth Mark Gokey and family are interested in running the Concession Stand for the summer of 2011 at the park.  They distributed a list of items they would sell, and will pay the $250.00 fee along with providing the Twp Board with insurance.   Motion by Rosa to lease the concession stand to Mark and Ken Gokey, for the summer of 2011.  Support Moore .  All Ayes.  Motion Carried.

Mike Hagy - Night Star Pyrotechnics:  Presented to the board his request for a Permit for Possession of Fireworks by Resident Wholesale Dealer or Jobber. He will sell fountains, sparklers, smoke novelty assortments, bottle rockets, sky rockets all made in Michigan from the Corner Store at the corner of Haze and US 31.   A copy of his insurance was provided to the board for $4,000,000.   Motion by Miller to approve the permit for Mike
Hagy, Night Star Pyrotechics with stipulation to allow an inspection to take place my members of the Homestead Twp Board.  Support Rosa .  All Ayes. Motion Carried.

Medical First Responsers - Butch Garber and Craig Baker, reviewed the packets that were distributed to the board.  A lengthy discussion took place regarding Medical First Responders, or (MFR).   The board heard from EMS members from the County as well as residents from the audience.   Many questions were asked and either were answered or un-answered.   The fire department asked the board to submit their question is writing and they will research and get back to them with their answers.

Motion by Demitroff to allow MFR to go forward with their application for a license, but the process will stop if there are answers to questions that warrant the ending of the process, such might be:   Mileage Verbage, Insurance Cost, can the Fire Department's Budget support extra expenses, etc.   Support Miller.  All Ayes.  Motion Carried.

Green Team Recommendations:   All the bids were open prior to the township board meeting, but not all met the requirements, or fell within the peramaters of the bids.  There was only one bid submitted for the outdoor lighting project.  It is the recommendation of the Green Team to accept Glen Lake Electric, Inc. bid of  $3,242.00 for the Homestead Township Outdoor Lighting Project.   

Motion by Rosa to accept the Green Team's recommendation for Glen Lake Electric's, Inc bid to do the lighting project for Homestead Twp.   Support Miller.  Roll Call.  All Ayes.  Motion Carried.

NEW BUSINESS:   Cemetery Bids -  Three bids were opened:

Hutch Construction - $975.00 per month
D's Landscaping         $1,025.00 per month
T.J's Lawn Care          $5,000 per summer

Motion by Moore to accept Hutch Construction's bid of $975.00 per month. Support Rosa .  Roll Call.  All Ayes.  Motion Carried.

Motion by Rosa to pay the snow plowing bid of $40-.00 that was not included in the General Fund Bills.  Support Moore .  All Ayes.  Motion Carried.

Cherry Bowl Cruisers -  Motion by Resolution from Miller to approve the application for a gaming licenses for the Cherry Bowl  Cruisers.   Support Rosa .  All Ayes.  Motion Carried.

Road Brining:  Motion by Rosa to contract with the  Benzie County Road Commission to brine the roads in Homestead Twp twice this year.  Support Miller.  Roll Call.  All Ayes.  Motion Carried.

Dumpster:   Motion by Miller to allow Cathy to order the dumpster for the summer months.  Last year cost was $55.00 per month.  Support Rosa .   Roll Call.   All Ayes.  Motion Carried.

Spill Ways:  The spill ways for the park need to be cleaned and shoveled out regularly.  The drain that runs by the school playground, had not been cleaned out since 1992.    Permission given to Cathy to get estimates from engineers to review the erotion problems in the park. 

Motion by Rosa to pay the drain cleaning bill out of the Park and Rec Account.  Support Moore .  Roll Call.   All Ayes.   Motion Carried.

Telephone Pole:    Needs to be taken out.  Cathy will call Century Tel and ask them to take out the pole and to fill in the hole.

Fire Dept:   11 runs for April,  23 for the year.   Frank is check on having local contractors, mechanics to service the Fire Dept.

It is the recommendation from the firemen to appoint Paul Beechraft, Jeri Thompson and Jessica Tate to the Homestead Twp Fire Dept.

Motion by Moore to accept the recommendation from the Fire Dept and appoint, Paul Beechraft, Jeri Thompson, and Jessica Tate to the Homestead Twp Fire Dept.   Support Miller.  All Ayes.  Motion Carried.

Frank is recommending to send Craig Baker to a grant writing class being held in Grand Rapids this month.

Chief Walterhouse suspended a fireman for 30 days from the Department.   The suspended fireman has 5 days to appeal to the Homestead Twp Board.  The board then has 4 days to set up a meeting and address the decision either to agree, or change the decision made by the department.

Policy and Procedures:   Still working on them.

PUBLIC IN PUT - Cindra Moore - Good idea to have first responders in place during busy season, but we should take into account the number of runs and cost.

When is clean up day? 

Dan Moore -  I am not against MFR's .  Everything is about consolidation. Eliminate the County's EMS and bring it back to the Township.  There is poor communication, it would save money, bring it back to the township's then I will support it one hundred and ten percent.

ANY OTHER BUSINESS TO COME BEFORE THE BOARD:     Shelley Rosa would like to purchase 5, maybe 4 books from MTA titled,  On Call Fire Dept. for the township board, at the cost of $25.00 per book.   Support Miller.  Roll Call.   All Ayes.   Motion Carried.
