A regular meeting of the Homestead Township Board was called to order at 7:00 p.m., by Chair, Cathy Demitroff.
Present by Roll Call: Cathy Demitroff, Shelley Rosa, Mary Geetings, Carol Moore, and Matt Miller
Also present: Bob Rosa, Frank Walterhouse, Cindra Moore, and Andy Loveland
The entire audience participated in the Pledge of Allegiance.
APPROVE AGENDA: Motion by Miller to approve the agenda with additions, fundraiser for the Benzie / Frankfort Ski Team, under new business. Support Moore with additions. All Ayes. Motion Carried.
APPROVAL OF THE SEPTEMBER 6th MINUTES:
Motion by Miller to accept the September 6th, minutes with correction Jim Muchler, not Dale Muchler. Support Moore with corrections. All Ayes. Motion Carried.
REPORTS: - Treasurer's: Motion by Geetings to accept the Treasurer's Report as presented. Support Miller. All Ayes. Motion Carried.
Clerk's: Motion by Miller to accept the Clerk's Reports as presented. Support Moore . All Ayes. Motion Carried.
Zoning Administrator's, Supervisor's, JPC, and Park Report: Motion by Moore to accept the Zoning Administrator's, Supervisor's, JPC, and the Park Report as presented. Support Miller. All Ayes. Motion Carried.
APPROVAL OF BILLS: General - Motion by Miller to pay the General Fund Bills. Support Moore . Roll Call. All Ayes. Motion Carried.
Fire Mileage - Motion by Miller to pay the Fire Department Bills. Support Moore . Roll Call. All Ayes. Motion Carried.
Park and Rec Bills - Motion by Miller to pay the Park and Rec Bills. Support Moore . Roll Call. All Ayes. Motion Carried.

NEW BUSINESS:
Snow Plowing AD - Motion by Rosa to place an ad in the Record Patriot for two weeks for a bid for snow removal. Support Moore
Office Blinds - Motion by Miller to go with Horizon's Blinds for the office windows at the cost of $99.00 per blind with insulation. Support Moore . Roll Call. All Ayes. Motion Carried.
Rezoning Motion - Motion by Demitroff to approve amendment #11-01. To rezone from Rural Residential to Commercial parcel #10-08-010-026-04, located in Inland Township , Benzie County , Michigan , pursuant to the provisions and requirements of Act 110, of 2006, as amended, being the Michigan Zoning Enabling Act. Support Miller. All Ayes. Motion Carried.
Rental Repairs - Motion by Miller to allow Cathy to hire a plumber to look at the garbage disposal, which is causing the sink to back up, and to hire an electrician to check out the light above the sink at the rental house. Support Moore . Roll Call. All Ayes. Motion Carried.
Re-Appoint ZBA Members - Motion by Miller to reappoint Fred Poynor, Cloral Beeler and Zelda Gray to the Zoning Board of Appeals for a 3 year term. Support Moore . All Ayes. Motion Carried.
Benzie - Frankfort Fundraiser - Motion by Rosa to allow the Benzie/Frankfort Ski Boosters to use the Homestead Twp Hall for their fund raiser, November 30th, from 8 a.m., until 8 p.m. (in the meeting the date was said to be December 3rd, the correct date is Nov 30). Support Moore . All Ayes. Motion Carried.
OLD BUSINESS
Fire Department - 6 runs for September - 62 for the year.
Motion by Rosa to accept the resignation of Jessica Tate and Rodney Rader from the Fire Dept with regrets. Support Moore . All Ayes. Motion Carried.
The Fire Dept wants to hire 4 members for the First Responder's Unit. The board will table this until the license for the First Responders is issued from the state.
The department is finalizing 21 policies and procedures, and may have them to the board by possible December.
PUBLIC IN-PUT - Bob Rosa - Is the mutual aide with the county for the first responders, or is it with the fire department? What do we get from the county for mutual aid regarding EMS ?
Andy Loveland - EMS has stocked our vehicles, and has provided all the equipment we need for our Medical First Resonders. Also, whenever there is a structure fire, they stay on the scene in case of a medical emergency, and they are there to check our firemen's vitals.
Bob Rosa - Are we going to get into a bidding war on wages, when it comes to hiring firemen, since we pay our firemen, and some departments do not?
ANY OTHER BUSINESS TO COME BEFORE THE BOARD
Firemen's Physicals - We will revisit the information we gather from other townships regarding physicals at the next board meeting.
HARP has received another grant for the Village to develop a recreational plan.
Has the Fire Dept explored any other maintenance shops for their vehicles, have they check out businesses in Homestead or Benzie County ?
