A regular meeting of the Homestead Township Board was called to order at 7:00 p.m., by Chair, Cathy Demitroff.
Present by Roll Call: Cathy Demitroff, Shelley Rosa, Mary Geetings, Matt Miller, and Carol Moore
Also present: Bob Rosa, Frank Walterhouse, Rose Coleman, Barbara Keelan, Bill Hutchins, and Butch Garber.
The entire audience participated in the Pledge of Allegiance.
APPROVE AGENDA: Motion by Geetings to approve the agenda with additions - JPC Signature Card, Ski Boosters, and Park Irrigation System. Support Rosa with additions. All Ayes. Motion Carried.
APPROVAL OF THE SEPTEMBER 7th MINUTES: Motion by Rosa to accept the September 7th minutes with corrections: The spelling of planning on page 1, and the spelling of April and an on pg 2. Support Moore with corrections. All Ayes. Motion Carried.
APPROVAL OF THE SEPTEMBER 27th MINUTES: Motion by Moore to approve the September 7th minutes as presented. Support Miller. All Ayes. Motion Carried
REPORTS: - Treasurer's - Motion by Moore to accept the Treasurer's Report as presented. Support Miller. All Ayes. Motion Carried.
Clerk's: Motion by Miller to accept the Clerk's Reports as presented. Support Moore. All Ayes. Motion Carried.
Motion by Demitroff to transfer funds from the Capitol Outlay Account in the Fire Mileage Account into the Fuel Account (1,241.00). Support Miller. All Ayes. Motion Carried.
Zoning, Park, JPC and Supervisor's Reports - Motion by Rosa to accept the Zoning, Park, JPC and the Supervisor's reports as presented. Support Miller. All Ayes. Motion Carried.
APPROVAL OF BILLS: General - Motion by Rosa to pay the General Fund Bills. Support Moore. Roll Call. All Ayes. Motion Carried.
Fire Mileage - Motion by Moore to pay the Fire Department Bills. Support Rosa. Roll Call. All Ayes. Motion Carried.
Park and Rec - Motion by Miller to pay the Park and Rec Bills. Support Moore. Roll Call. All Ayes. Motion Carried.
CORRESPONDENCE: Dept of Natural Resources and Environment - Public Notice of Proposed October 26- 28, 2010 Oil and Gas Lease Auction.
PUBLIC IN PUT: Rose Coleman from the Maples, distributed to the board and audience a brochure regarding the upcoming mileage renewal for the Maples.
She stressed the fact that the Maples in not seeking additional funds.
Barbara Keelan - I am on the Proposal Committee for the Maples. She addressed the board on future changes the Maples would like to make in the hopes that the Mileage goes through.
AFLAC - Butch Garber distributed to the Board a rate sheet for AFLAC. He would like to introduce this to the Fire Department with the board's approval. The board was in full agreement to allow Butch to introduce AFLAC to the Fire Department.
SNOW PLOWING BIDS - 3 bids were presented.
Honor Excavating - $44.00 per time, plowing and shoveling
Interlochen Trucking and Excavating $55.00 per time, plowing and shoveling
Hutch Construc & Services $40.00 per time, plowing and shoveling
Motion by Moore to hire Hutch Construction & Services the snow plowing and shoveling bid for the 2010 / 2011 winter season. Support Miller. Roll Call. Demitroff - Yes, Rosa - Yes, Miller - Yes, Moore - Yes, and Geetings - No. Bid granted to Hutch Construction and Services.
NEW BUSINESS: Energy Audit Bid Package: Motion by Rosa to go out for bids for the Indoor Lighting Retrofit. Support Miller. Ayes - Demitroff, Miller, Rosa, and Geetings. Nay - Moore. Motion Carried.
Sleeping Bear Apiaries - Motion by Rosa to pass the Resolution for Sleeping Bear Apiaries, LTD for a Small Wine Maker License. Support Miller. All Ayes. Motion Carried.
Restroom Fans - Three (3) bids were submitted.
L.D. Heating & Cooling - $645.00 replace fans and ductwork
Glen Lake Electric - $582.00 replace fans
Moore Mechanical - $380.00 replace fans
Motion by Geetings to accept L.D. Heating & Cooling's bid to replace the fans and ductwork in both the township hall restrooms. Support Miller. Roll Call. All Ayes. Motion Carried.
Cemetery Tree - There is a large pine tree at Champion Hill Cemetery that is rotted and needs to be taken out of the cemetery, before it falls and breaks headstones. An ad will be placed in the Record Patriot for 2 weeks for bids to remove the tree.
Audit - Motion by Miller to accept the Audit Report submitted by Tobin & Company. Support Moore. All Ayes. Motion Carried.
Ski Boosters - Motion by Rosa to allow the Benzie / Frankfort Ski Teams the use of the Township Hall for their poinsettia sale. Support Moore. All Ayes. Motion Carried.
OLD BUSINESS: Insurance Coverage - The board at this time does not plan to make any changes to their insurance coverage.
JPC Signature Card - Motion by Demitroff to do a Letter of Authority to allow the Clerk, Treasurer, and their Deputies to go to the Honor State Bank and sign the Signature Card for the Joint Planning Commission. Support Moore. All Ayes. Motion Carried.
Motion by Demitroff to rescind the Motion regarding the Signature Card. Support Moore. All Ayes. Motion Carried.
Motion by Demitroff to do a Letter of Authority to allow the Clerk, Treasurer, their Deputies along with the Clerk, Treasurer and their Deputies from Inland Township to go to the Honor State Bank and sign the Signature Card for the JPC. Support Moore. All Ayes. Motion Carried.
Fire Department - Four (4) runs for the month of September. Fifty Nine (59) for the year.
The trucks will be going in for oil changes and grease jobs. Jim Muchler, fireman is traveling, and will not be back until next summer.
The garage doors are to be fixed the week of the 11th of October.
Park Irrigation System - Crystal Water Works will be here the week of the 11th to blow out the irrigation system. Moore Mechanical will be here at the same time to winterize the bathroom. The locks on the concession stand have been changed back, so the lines in the concession stand can be winterized at the same time.
PUBLIC IN PUT: Kirk Jones - Thank you to the board for approving the Resolution for the wine making at Sleeping Bear Apiaries.
Rose Coleman - I came back to answer any questions the Board might have regarding the Maples.
Bob Rosa - Carol I understand your concerns regarding grants, we go through this at the road commission. The overseer of the grant is the person that needs to understand and to stay on top of what is going on. They must be very watchful. The verbiage is not uncommon, and can be difficult.
