A regular meeting of the Homestead Township Board was called to order at 7:00 p.m., by Chair, Cathy Demitroff.

Present: Cathy Demitroff, Shelley Rosa, Mary Geetings, Matt Miller and Carol Moore.

Also present: Bob Rosa, Frank Walterhouse, Edna Beechraft, Paul Beechraft, Shari Poulisse, Dan Moore, Marshall Lambertson, Bill Hutchins, Cindra Moore, Shari Taylor, and Lee Anton.

The entire audience participated in the Pledge of Allegiance.

APPROVE AGENDA : Added to the agenda was Clean up Day. Motion by Rosa, support Miller to accept the amended agenda to include Clean up Day. All Ayes. Motion Carried.

APPROVAL OF MINUTES : Motion by Rosa to accept the December 1 st minutes as presented. Support Miller. All Ayes. Motion Carried.

TREASURER'S REPORT : Motion by Miller, support Geetings to accept the Treasurer's Report as presented. All Ayes. Motion Carried.

CLERK'S REPORT : Motion by Miller, support Rosa to accept the Clerk's Reports as presented. All Ayes. Motion Carried.

ZONING REPORT- Motion by Rosa, support Moore to accept the Zoning Administrator's Report as presented. All Ayes. Motion Carried .

SUPERVISOR'S REPORT: Motion by Rosa, support Miller to accept the Supervisor's Report as presented. All Ayes. Motion Carried.

APPROVAL OF BILLS :

General Fund - Motion by Rosa, support Miller to pay the General Fund Bills. Roll Call. All Ayes. Motion Carried.

Fire Millage - Motion by Miller, support Moore to pay the Fire Department Bills. Roll Call. All Ayes. Motion Carried.

CORRESPONDENCE:

Letter of interest from Don Crossman to the Park and Recreation Committee.

Letter from the Tony Hawk Foundation rejecting the Skate Park Committee's request for a grant.

PUBLIC IN PUT: Bill Hutchins - Main Street, Honor - plowman for the township, would like to be informed when an event is taking place at the hall, so he can have the shoveling and plowing taken care of before the event happens.

Cindra Moore - Covey Road - distributed a packet of information to the board regarding her quest not to have Covey Road paved or tar and chipped.

Lee Anton - Cinder Rd - Is the Park Committee a paid position?

Bill Hutchins - Main Street - The Search and Rescue Committee would like to use the Twp Hall on January 20 th from 7:00 to 9:00 p.m.

Edna Beechraft - Indian Hill Rd - The Security Camera idea, should be junked. The park never had an active committee. I think if we don't have, we should have policies in place . There is a lot to running a park. I commend the current committee, and the skate park committee for their efforts. I also think we need purchasing and policies procedures.

NEW BUSINESS:

Fire Protection - Paul Beechraft, Supervisor from Inland Twp asked the Homestead Twp Board, if they would be willing to take over fire protection for all of Inland Twp. Currently we cover half of their township. Their contract with Almira ends March 31, and they would like Homestead to take over at that time. Motion by Cathy to have a letter of intent addressed to The Inland Township Board members, letting them know that Homestead would be interested in researching the possibility of coverings all of Inland Twp for Fire Protection. The coverage would be from April 1, 2009 through March 31, 2010, for the cost of 1 mill. Support Moore. All Ayes. Motion Carried.

Clean up Day - Carol Moore was very surprised at the high cost for clean up day. Maybe we could redirect that money towards something else. Discussion followed.

The board felt that clean up day was not something we want to take away from the residents, however, maybe there are better ways to operate it, so the cost is not so much.

OLD BUSINESS:

Land Division Ordinance - This was not published in the paper, nor was is approved by the board.

Be it resolved that we adopt the Homestead Twp Land Division Ordinance to be published in the paper after we list the changes that will be addressed with the Attorney. Support Miller. Roll Call - All Ayes. Resolution Carried.

Fire Department - 6 Runs for December - 71 for the total year.

Two fire personnel are currently in training, they will finish in May.

Frank has had a verbal conversation with 1 fireman about stepping down. He has not been on any runs, and Frank is trying to get all his equipment back.

The board would like 2 Fire Contracts for Inland drawn up, one for half of the township fire coverage and one for full fire coverage.

Joint Planning - The budget for 2009, along with the 2009 work plan, and the accomplishments for 2008 were distributed to the board, from the Homestead Inland Joint Planning Commission.

Roger Hubbell research the fact that a Supervisor from a township can sit on the Planning Commission. Motion by Rosa, support Moore, to appoint Cathy Demitroff to the Homestead / Inland Planning Commission for her 4 year term. All Ayes. Motion Carried.

PUBLIC IN PUT:

Shari Taylor - Cinder Rd - I think informational letters to other townships should be sent out regarding their clean up day. I would be willing to do that.

Bill Hutchins - Main Street - Honor - Suggest that the snow banks be cut back, he is running out of room to push the snow.

Bob Rosa - Haze Rd - Clean up day does cost a lot of money, but it is a benefit to the tax payers.

Edna Beechraft - Indian Hill Rd - Regarding clean up day, is the villages paying their fare share?

ANY OTHER BUSINESS TO COME BEFORE THE BOARD:

Board of Review Training - 4 Board of Review members plus Shelley Rosa would like to attend training in Traverse City on Feb 10. Motion by Geetings, support Miller to allow Peggy Brozofsky, Connie Mc Morris, Pam Gianola, Nadine Scowden, and Shelley Rosa to attend the Board of Review Seminar in Traverse City. All Ayes. Motion Carried.

Snow Plowing - Bob Rosa would be willing to come down and cut the snow banks back for one hundred dollars ($100.00).

Motion by Miller, support Geetings to allow Honor Excavating to move the snow banks back. Roll Call. Miller - Yes, Demitroff - Yes, Rosa - Abstain, Geetings - Yes, Moore - Yes. All Ayes. Motion Carried.

Park and Rec Ad - Motion by Rosa, support Miller to run an Ad in the Record Patriot for 2 weeks, for new Park and Rec Committee Members. Must have postmarked by the end of the month. All Ayes. Motion Carried.

Park Manager - Do we want a Park Manager, or a Maintenance Person? To be discussed at the February meeting.

Tobin & Co. - Shelley Rosa recommends to schedule a meeting with Tobin & Co., the township auditors, so the full board can hear how the township park should be run. Question and Answer Session Cathy to schedule.
