A regular meeting of the Homestead Township Board was called to order at 7:00 p.m., by Chair Cathy Demitroff.
Present: Cathy Demitroff, Shelley Rosa, Mary Geetings, Matt Miller and Zelda Gray (arrived at 7:20).
Also present: Roger Hubbell, Todd Warren, Roger Williams, Don Crossman, John Daugherty, Frank Walterhouse, Andy Loveland, and Gloria Walterhouse.
The entire audience participated in the Pledge of Allegiance.
APPROVE AGENDA : Motion by Rosa to adopt the agenda as presented with the only correction being the minutes date to be June 3. Support Miller. All Ayes. Motion Carried.
APPROVAL OF MINUTES : Motion by Miller to accept the June 3rd minutes as presented. Support Miller. All Ayes. Motion Carried.
TREASURER'S REPORT : Motion by Geetings, support Demitroff to accept the Treasurer's Report as presented. All Ayes. Motion Carried.
CLERK'S REPORT : Motion by Rosa, support Miller to accept the Clerk's Reports as presented. All Ayes. Motion Carried. (It was noted that there was an addition typo on the Treasurers's Report, the Clerk and Treasurer's Report balanced.)
APPROVAL OF BILLS :
General Fund - Motion by Miller to pay the General Fund Bills. Support Rosa. Roll Call. All Ayes. Motion Carried.
Fire Millage - Motion by Miller, support Demitroff to pay the Fire Department Bills. Roll Call. All Ayes. Motion Carried
Park Bills: - Motion by Miller, support Demitroff to pay the Park and Rec Bills. Roll Call. All Ayes. Motion Carried.
CORRESPONDENCE: - None
PUBLIC IN-PUT
Todd Warren - Ryan Rd Honor, presented to the board on behalf of the skate park committee, $500.00 that was raised during the mini carnival.
John Daugherty - Wallaker Rd Beulah, introduced himself to the Twp Board and all present, as the candidate seeking the County Prosecuting Attorney position in the upcoming election.
NEW BUSINESS:
Approval of Special Land Uses, Roger Williams - We the Township Board have collectively decided to go with the Attorney's decision regarding Special Land Uses, and allow the JPC to have the final approval regarding Special Land Uses because of the knowledge they posses.
Land Division Ordinance - Cathy distributed a sample Land Division Ordinance for the board to review, as the board will need to adopt an ordinance to enforce this process.
Cemetery Ordinance - Postponed
Homestead Rec Park - A $10,000 grant was awarded to the Twp Park from the Oleson's Foundation.
There has been 2 donors to the Homestead Twp Park Improvement Fund
Excavating Bill - Excavating repairs were needed immediately at the Twp Park. Frank presented a bill for $620.00 from Honor Excavating. Motion by Gray, support Miller to pay Honor Excavating $620.00 for repairs to the upper drive. Roll Call. Rosa - Abstain, Gray-yes, Demitroff-yes, Miller-yes and Geetings-yes.
Park Tractor - A complied packet of information was distributed to the board from Frank regarding the John Deere 1250 4x4 Tractor. Who owns the tractor, and who has the rights to use the tractor?. Discussion: Rosa asked: Should we have our attorney review the information distributed by Frank?
Motion by Gray, support Miller that the John Deer Tractor 1250 4x4 will be used at the Township park also, and that Frank Walterhouse is the sole owner of the tractor. All Ayes. Motion Carried.
Twp Mower - Motion by Zelda, to allow Frank the use of the lawn mover for personal use, as a perk for the many hours of donated labor to the park. Support Miller. All Ayes. Motion Carried.
It has been suggested that any complaint presented to any board member or called into the office be placed in writing. Motion by Miller, support Rosa to only accept complaints that are in writing to the full board. All Ayes. Motion Carried.
Fund Account - Motion by Gray, support Demitroff to open a Park Improvement Account at the Honor State Bank. All Ayes. Motion Carried.
Concession Contract - We currently are operating the park without a contract. Cathy will revise the contract from last year and present it to the board at the next meeting.
Fire Department - 3 runs for May, 10 runs for June, 38 to date. We currently have 14 members on the Fire Dept. We have received 2 application from Inland and 1 from Homestead. Background check are taking place.
Joint Planning - A Land Use Permit and Fee Schedule was presented to the board for approval. Motion by Rosa, support Miller to adopt the Homestead Land Use Permit Fee Schedule as presented. All Ayes. Motion Carried.
Sign Painting - 2 bids were submitted for painting the signs in the front and the handicap signs in the back.
A+ Auto submitted a bid to replace / paint the 4 signs out front, for a sum of $375.00, but did not place a bid for the handicap signs out back.
Strickland Painting submitted a bid of $580.00 to paint the sign out front, and a bid for $200.00 for the handicap sign out back.
Motion by Miller to accept A+Auto's bid of $375.00 to paint the signs out front. Support Gray. Roll Call. All Ayes. Motion Carried.
Motion by Gray to award the handicap painting to Strickland painting if he so wishes. Support Miller. Roll Call. All Ayes. Motion Carried.
PUBLIC IN-PUT -
Rodger Hubbell, Inland Twp - thank you to the board for allowing the Joint Planning Department to make the decision, regarding the Special Land Uses.
Bendon Days are July 25 and 26 th .
Andy Loveland , Fewins Rd, Honor - I am a member of the Homestead Twp Fire Dept, and I am here to say how great of a Chief Frank has been to all of us on the Fire Department. He cares for our safety, he make sure we are properly trained, we are wearing the proper gear, his mem come first. My hope is that the board would strongly support Frank to stay on as the Fire Chief.
