A regular meeting of the Homestead Township Board was called to order at 7:00 p.m., by Chair Cathy Demitroff.

Present: Cathy Demitroff, Shelley Rosa, Mary Geetings, and Zelda Gray. Absent Matt Miller.

Also present: Roger Hubbell, Frank Walterhouse, Andy Loveland, Gloria Walterhouse, Patti and Jim Ballard, Barney Geetings, Sherry Taylor, Debbie Donley, Lee Anton, Rod Moore, Cindra Moore, Bob Rosa, and John Brakora..

The entire audience participated in the Pledge of Allegiance.

APPROVE AGENDA : Motion by Rosa to adopt the agenda as presented. Support Gray. All Ayes. Motion Carried.

APPROVAL OF MINUTES : Motion by Gray to accept the June 3rd minutes with one correction on the3 rd page “mem” to men. Support Rosa. All Ayes. Motion Carried.

TREASURER'S REPORT : Motion by Gray, support Demitroff to accept the Treasurer's Report as presented. All Ayes. Motion Carried.

CLERK'S REPORT : Motion by Rosa, support Gray to accept the Clerk's Reports as presented. All Ayes. Motion Carried.

APPROVAL OF BILLS :

General Fund - Motion by Rosa to pay the General Fund Bills. Support Gray. Roll Call. All Ayes. Motion Carried.

Fire Millage - Motion by Rosa, support Gray to pay the Fire Department Bills. Roll Call. All Ayes. Motion Carried

Park Bills: - Motion by Gray, support Rosa to pay the Park and Rec Bills. Roll Call. All Ayes. Motion Carried.

CORRESPONDENCE: - Thank you note from the League of Women Voters for use of the township hall on July 28. Thank you note from John B Daugherty for allowing him to introduce himself to our board, and an application from Ward Accounting Firm

PUBLIC IN-PUT - Rod Moore, Covey Road Honor - would like to see his road paved or tarred and chipped, from Marshall to the second large corner on Covey. He is willing to pay 1/3rd of the cost. There are very few trees to move.

Sharri Taylor - Cinder Rd - The Board should check into Block Grant Money for fixing the roads.

Cindra Moore - we need a sign up sheet for these meetings.

John Brakora - Manistee - introduced himself to the board, he is a candidate for the 85 th District Court Judge for Manistee and Benzie County. He will be on the November ballot, with 29 years of experience.

NEW BUSINESS : Deputy Clerk - Motion by Demitroff, support Gray to appoint Debbie Donley to the position of Deputy Clerk for the Clerk, effective 7/22/2008. All Ayes. Motion Carried.

Election Workers - Amend the list that was presented to the board by adding Sally Soper. Motion by Gray, support Rosa to allow the following people to work the Primary Election August 5, 2008; Connie McMorris - Chair, Bonnie Baker, Nadine Scowden, Gail Muchler, Debra Donley, Marga Oligney, Sally Soper and Lauren Michalak as Election Inspectors. All Ayes. Motion Carried.

Zoning Administrator Office Equipment - A proposal was distributed regarding supplies needed to set up the office for the Zoning Administrator.

One Alltel Phone for $39.99 a month, with a $25.00 activation fee

One Note Book computer purchased through Gear It Up Communications, total cost $1,343.00. This price includes printer, programs, and set up costs.

One Digital Camera- Estimated cost $200.00

Wheel Measure and Stapler - $20.00 to $30.00 dollars

Office supplies - folders, paper, labels etc

One receipt book for both townships

Motion by Rosa. Support Geetings to purchase the recommended supplies. Roll Call. All Ayes. Motion

Carried.

Web Training - Motion by Rosa, support Gray to table till a later date.

OLD BUSINESS: Cemetery - It has been suggested to compile a survey to the residents of Homestead Twp regarding non-residents the options to buy cemetery lots in Champion Hill or Homestead Twp Cemetery. Motion Gray, support Rosa to postpone until a survey can be compiled. All Ayes. Motion Carried.

Homestead Rec Park - Copies of the Tribal Council of the Grand Traverse Band of Ottawa and Chippewa Indians released a document regarding the 2% grant recipients for Leelanau County..

Fire Department - A10% Grant match was distributed to the board for review to be decided upon at the next meeting. The Fire Department is seeking a grant from the National Park Service to purchase protective fire gear. Motion by Rosa, support Gray to allow Frank to seek bids on equipment. All Ayes. Motion Carried.

Application for two new fire personnel were presented to the board. Motion by Rosa, Support Gray to approve the membership of Sarah J. Ritsema and William Hutchins to the Homestead Twp Fire Dept. All Ayes. Motion Carried.

Joint Planning - Public Hearing for the Zoning Ordinance will be August 26 for Homestead Twp and August 27 for Inland Twp.

Need to transfer funds to the Joint JP Account. Motion Gray, support Demitroff to transfer $10,000 into the JP Account. All Ayes. Motion Carried.

PUBLIC IN PUT - Cindra Moore - I would like to see the board research, or consider an ordinance that would allow people to be buried on their own property, naturally.

Jim Ballard - I would like to have spring clean up in the spring and not the fall.

Next years tentative date is June 6 th . A survey will be conducted at this years clean up day in September, to help decide when clean up day should be.

Roger Hubbell - The Joint Planning has $3,000.00 dollars in the budget.

Bob Rosa - Will the Zoning Ordinance be on the Web page?

(Demitroff ) - Yes, along with any forms that need to be filled out.
