A regular meeting of the Homestead Township Board was called to order at 7:00 p.m., by Chair Cathy Demitroff.
Present: Cathy Demitroff, Shelley Rosa, Mary Geetings, Matt Miller and Zelda Gray.
Also present: Frank Walterhouse, Bob Rosa, Mary Miller, Gloria Walterhouse, Brent Danielson, Brent Downing, Rod Moore, Cindra Moore, Sherry Taylor, Mary and Emiel Straubel, Dan and Carol Moore.
The entire audience participated in the Pledge of Allegiance.
APPROVE AGENDA : Motion by Rosa, support Gray to adopt the amended agenda to include Snowplowing, Benzie & Frankfort Schools using Twp Hall, and the AT&T Right of Way Permit Extension. All Ayes. Motion Carried.
APPROVAL OF MINUTES : Motion by Rosa to accept the September 2 nd minutes, as presented. Support Gray. All Ayes. Motion Carried.
TREASURER'S REPORT : Motion by Gray, support Miller to accept the Treasurer's Report as presented. All Ayes. Motion Carried.
CLERK'S REPORT : Motion by Miller, support Rosa to accept the Clerk's Reports as presented. All Ayes. Motion Carried.
ZONING REPORT- Motion by Miller, support Gray to accept the Zoning Administrator's Report as presented.
APPROVAL OF BILLS :
General Fund - Motion by Rosa to pay the General Fund Bills. Support Miller. Roll Call. All Ayes. Motion Carried.
Fire Millage - Motion by Rosa, support Miller to pay the Fire Department Bills. Roll Call. All Ayes. Motion Carried
Park Bills: - Motion by Gray, support Miller to pay the Park and Rec Bills. Roll Call. All Ayes. Motion Carried.
CORRESPONDENCE: - Michigan Land Use Institute, Grand Vision.
Letter from Cindra Moore, regarding the non pavement, nor tar and chipping of Covey Rd.
Letter from State Police regarding changes to be done to the Honor Post.
PUBLIC IN-PUT - Brent Danielson - Candidate for District Court Judge introduced himself to the audience.
Rod Moore - Covey Road - Two months I came to the meeting and inquired about having my road paved, or tar and chipped, have you gotten with the county? I see there is $22,000 dollars designated for road improvement, according to the budget. I am willing to pay the full cost to have it tar and chipped. Will this be on the agenda next month?
Brant Downing - Candidate for Sheriff introduced himself to the audience, along with informing the board about his choice for undersheriff.
Shari Taylor - Cinder Road - Went on line to check out Block Grant Money, the township does not qualify, she encouraged the board to keep checking on line for state funding.
Cindra Moore - Covey Road - Presented to the board a letter from the Benzie County Zoning Administrator concluding that her property on Covey Road is now considered agricultural. She would like the board to take a survey, do a study of her road, before they consider tar and chipping it or paving it. Would paving the road taint the wells on the road, or damage the river that runs along side of the road? The road is not wide enough to pave.
Rod Moore - Covey Road - I will give the property to the county to be able to widen the road.
NEW BUSINESS - Bank Investments - Per Shelley, the bank recently has increased the insurance coverage to $250,000 from $100,000, so I think we are covered. There is only $25,000 that would not be insured. An option would be to move money from the Fire Improvement Checking into a saving. Shelley to continue to investigate.
Search and Rescue - The Search and Rescue Committee would like to use the Twp Hall on Oct 14 to hold a meeting, at no charge. Motion by Rosa to allow the search and rescue committee the use of the Twp Hall at no charge to conduct their business. Support Gray. All Ayes. Motion Carried.
Snow Plowing - An ad will be placed in the Record Patriot for 2 weeks, for snow removal this winter.
AT & T Right Away Extension - Table until Nov 2008 meeting.
Benzie / Frankfort Schools - Would like to use the hall free of charge again this year to conduct their fund raiser for the school ski teams. The dates are December 4 th 11:30 until December 5 th at 6:00 p.m. Motion by Gray. Support Miller to allow the Benzie / Frankfort Schools the use the Twp hall at no charge.
OLD BUSINESS - Land Division Ordinance - Motion by Gray, support Rosa to adopt the model Land Division Ordinance presented to the board. All Ayes. Motion Carried.
Survey Results -
Clean-Up Day - 52 for the Spring, and 49 for the Fall. ATV Survey - 67 yes, and 51 no.
The tentative date for clean-up day for 2009, is June 6. Motion by Gray, support Rosa to have clean-up day tentatively on June 6, 2009. All Ayes. Motion Carried.
Office Security - Four bids were presently to the board. Much discussion took place. Motion by Rosa, support Gray to table, so more research can be done, insurance, warranty, etc. All Ayes. Motion Carried.
Grill Hood - Steam Pro was in the area, and offered to clean the hood for $200.00. Job Completed.
Homestead Park and Rec - The board reviewed the bid to have the park tractor repaired at Ferguson in Traverse City. The total Cost $1,618.71. Rosa - would like at least 2 bids. Gray - would like at least 3 bids. Why don't we have any local bids. Miller we need more bids. Table until Nov meeting.
Fire Dept - Recommendation from the Fire Dept to appoint Ron Stachnik as the Safety and Training Officer and to appoint Rick Frederick as the Air Pack Officer. Motion by Rosa, support Gray to accept the recommendations of the Fire Dept to appoint Ron Stachnik and Rick Frederick to new positions within the Fire Department. All Ayes. Motion Carried.

Joint Planning - Draft meeting for September 16, Land Use Permit and Fee Schedule and the Homestead Inland Joint Planning Commission By-Laws were reviewed by the board
Reminder of the Joint Planning Meeting to be held at Inland Twp on October 13 - 7:30 p.m. to consider adoption of the Joint Planning Ordinance.
PUBLIC IN-PUT - Can we split the cost between Fall and Summer for clean up day? How many resident took place?
Moore - What was to total cost?
Bob Rosa. - Keep in mind when purchasing a security system the capability to add onto the system. Might want to check with the school, to see if they want to take part in this.

State Police Office - Motion by Gray to allow the State Police Post to upgrade the electrical system and to install an air conditioner. All would be completed by licensed personnel and all cost would be covered by the MI State Police. Support Miller. All Ayes. Motion Carried.
Any other Business to come before the Board -
Park Records are the property of Homestead Twp, all should be return to the hall. It is the full consensus of the board to have the records at the hall. Frank will pack up any records in his possession and bring them to the Twp Hall.
The house mortgage is paid. Should the rent money be put into a Account for future growth?
