A regular meeting of the Homestead Township Board was called to order at 7:00 p.m., by Chair Cathy Demitroff.

Present: Cathy Demitroff, Mary Geetings, Shelley Rosa, and Zelda Gray. Absent Matt Miller

Also present: Frank Walterhouse, Roger Hubbell, Cindra Moore

The entire audience participated in the Pledge of Allegiance.

APPROVE AGENDA: Motion by Geetings, support Rosa to approve the agenda with the additions: Ad for paper to sit on Twp Committee=s - New Heaters in Fire Barn - Use of Hall for the Benzie/Frankfort Schools Ski Team. All Ayes. Motion Carried.

APPROVAL OF MINUTES: Motion by Demitroff to accept the October 1st minutes as presented. Support Rosa. All Ayes. Motion Carried.

TREASURER'S REPORT: Motion by Geetings, support Demitroff to accept the Treasurer=s Report as presented. All Ayes. Motion Carried.

CLERK'S REPORT: Motion by Rosa, to accept the Clerk=s Reports as presented. Support Demitroff. All Ayes. Motion Carried.

APPROVAL OF BILLS:

General Fund - Motion by Gray to pay all the General Fund Bills. Support Rosa. Roll Call. All Ayes. Motion Carried.

Fire Millage - Motion by Demitroff, support Gray to pay all the Fire Department Bills. Roll Call. All Ayes. Motion Carried.

Park and Rec Bills: Motion by Gray to pay all the Park and Rec Bills. Support Rosa. Roll Call. All Ayes. Motion Carried.

CORRESPONDENCES:

Manistee County Library - Introducing their illiteracy program.

Lake Township - Complimenting the Homestead / Inland Joint Planning members on a job well done in review of the Master Plan Draft.

Benzie County Recycling program - November 10th Collection day.

PUBLIC IN PUT - None

OLD BUSINESS -

Cemetery Signs - The cemetery signs are in place.

Joint Planning - Minutes from the Oct 16, JPC meeting were distributed. An invoice from Williams Consulting Services was distributed for review.

Fire Department - 10 runs for the Month of October - 67 runs for the year.

An application from Scott Loveland was distributed to the board for approval to be accepted to the Homestead Twp Fire Dept. Motion by Gray to accept the appointment of Scott Loveland to the Fire Department. Support Demitroff. All Ayes. Motion Carried. Scott brings the number of Fire Dept members up to 19.

Sub Station with Inland Twp.- Frank distributed to the board information regarding the cost for clothing for firemen, the cost to train a fireman and a list of 12 questions and comments that he feels needs to be addressed, before we enter into any agreement with Inland Twp. Motion by Gray to send the questions and comments, the cost for gear, and the cost for training to Inland Twp for their review. Support Rosa. All Ayes. Motion Carried.

Drop Tank - The drop tank on the 1984 Tanker needs to be replace. Three bids were researched by phone. The lowest bid was from Husky for $860.30 (eight hundred sixty dollars and thirty cents). Motion by Gray, Support Rosa to purchase a holding tank from Husky/Oklahoma for $860.30 plus shipping and handling. Roll Call. All Ayes. Motion Carried.

Pagers - Two pagers out of the five were repaired at no charge because of the five year warranty.

PARK & RECREATION - Patti Geetings is interested in joining the Park & Recreation Committee. Motion by Gray, support Rosa to accept Patti Geetings to the Park & Rec Committee. All Ayes. Motion Carried.

Park and Rec Committee - At the first meeting the committee walked the property line. The next meeting is Dec 6, 2007, 6:00 p.m. in the Twp Conference Room.

Donation - A donation has been offered to Homestead Twp Park. Frank will come back to the board with estimates for fencing and steps to support a retaining wall behind the new dugout.

ATV Ordinance - Motion by Geetings to reject any support of the Benzie County All-Terrain Vehicle Ordinance. Support Gray. All Ayes. Motion Carried.

NEW BUSINESS:

Resolution 3% Penalty on Property Taxes: Motion by Demitroff, support Geetings to adopt the Resolution to Impose 3% Late Penalty on Property Taxes. All Ayes. Motion Carried.

Election Workers: - Mary proposed to offer Connie McMorris an election inspector who handles all the Absentee Ballots in the precinct a $1.00 more an hour for preforming this task. Motion by Rosa to approve giving Connie McMorris $1.00 an hour more for taking charge of all the Absentee Ballots. Support Demitroff. Roll Call. All Ayes. Motion Carried.

Benzie / Frankfort Fund Raiser - Motion by Gray to allow the Benzie / Frankfort ski team to use the twp hall for their fund raiser, Friday, Nov 30th and Sat., Dec 1st ( morning only). Support Rosa. All Ayes. Motion Carried.

MAP Conference: Cathy has a book available from the conference for anyone's review.

Ann Bourne obtained a copy of the "New Designs for Growth Development Guidebook" for our township, which will be available in the conference / workroom at the twp hall.

Ad in the Newspaper - Motion by Rosa, support Gray to run an ad in the Record Patriot for 2 weeks seeking residents who are interested in joining twp committees. All Ayes. Motion Carried.

Overhead Heaters - Fire Barn- The heaters have been in the fire barn since it was built. The last time they broke down, parts had to be made. Motion by Gray to run an ad in the Record Patriot seeking bids for a new heater (s). Homestead Twp reserves the right to accept or reject any bids. Support Rosa. All Ayes. Motion Carried.

PUBLIC IN PUT - Roger Hubbell announced to everyone present that Zane Gray has resigned as supervisor for Inland Twp, and Paul Beecraft has accepted the position.

Frank Walterhouse - There is a meeting Thursday night at the County to look over JPC=s Master Plan.

Shelley Rosa - Homestead Twp should look into creating a Web Site. Cathy has spoken to Gear It up regarding a web site.

ADJOURN - Motion by Gray. Support Rosa to adjourn. Meeting adjourned at 8:20
