A regular meeting of the Homestead Township Board was called to order at 7:00 p.m., by Chair, Cathy Demitroff.

Present by Roll Call: Cathy Demitroff, Shelley Rosa, Mary Geetings, and Carol Moore. Absent, Matt Miller.

Also present: Bob Rosa, Frank Walterhouse, Pamm Laing, Todd Warren, Katrina Smith, Darin Antoine, Calvin Smith, Cindra Moore, Tadd Peacock, and Nate Winkler.

The entire audience participated in the Pledge of Allegiance.

APPROVE AGENDA : Motion by Rosa to approve the agenda as presented. Support Moore. All Ayes. Motion Carried.

APPROVAL OF THE MARCH 1st MINUTES : Motion by Rosa to accept the March1st minutes with corrections. Support Moore. All Ayes. Motion Carried.

APPROVAL OF THE MARCH 11 th BUDGET HEARING MINUTES : Motion by Rosa to accept the March 11 th minutes with corrections. (Robert Rules in Plain English). Support Moore with corrections. All Ayes. Motion Carried.

REPORTS: - Treasurers's - Motion by Moore to accept the Treasurer's report as presented. Support Geetings. All Ayes. Motion Carried.

We are over the limit of $250,000 for FDIC Insurance. Motion by Moore to move the Fire Improvement Account from the Honor State Bank, to Central State Bank. Support Geetings. All Ayes. Motion Carried.

Clerk's Report : Motion by Rosa to accept the Clerk's Reports as presented. Support Moore. All Ayes. Motion Carried.

Zoning and Supervisor's Reports - Motion by Rosa to accept the Zoning and Supervisor's reports as recorded. Support Geetings. All Ayes. Motion Carried.

APPROVAL OF BILLS : General- Motion by Rosa to pay the General Fund Bills. Support Moore. Roll Call. All Ayes. Motion Carried.

Fire Mileage - Motion by Rosa to pay the Fire Department Bills. Support Moore. Roll Call. All Ayes. Motion Carried.

Park and Rec - Motion by Rosa to pay the Park and Rec Bills. Support Moore. Roll Call. All Ayes. Motion Carried.

CORRESPONDENCE: Benzie County Board of Commissioners, Planning Committee Seats Available. Regional Broadband Initiative. MTA Revenue Sharing Alert. Benzie County Sheriff's Office - Snowmobile Patrol Activity. Audit - Tobin and Company May 10 and 11 th . Benzie County Road Commission - Brine.

PUBLIC IN PUT - Cindra Moore - Covey Rd - Submitted to the Clerk her copy of the Rural Preservation for per property located at 10487 Covey Rd, Honor.

Calvin Smith - Indian Hill Rd. - The area below the ball field would work for the Skate Park.

PLATTE RIVER WATERSHED: Nate Winkler from the Conservation Research Alliance, gave a slide show presentation to the audience and board displaying improvements and future projects that have and will be taking place in Benzie County.

NEW BUSINESS: Cemetery Grounds Keeper - will run an and ad in the Record Patriot for 2 weeks .

Park Concession Stand Bid - One bid was submitted. Motion by Rosa, to accepted Shannon and Julie Purchase's bid of $302.00 to run and operate the Concession Stand at the Homestead Twp Park. Support Demitroff. All Ayes. Motion Carried.

Youth Disclaimer Ad - No disclaimer will be placed in the paper, or at the sign up location. Motion by Demitroff to not post any disclaimer notice. Support Moore. All Ayes. Motion Carried.

Park and Team Guidelines - No Guidelines will be handed to the team captains.

Crystal Water Works - Cathy Demitroff will call Crystal Water Works once the water is turned on and have them review what needs to be done with the sprinkler system at the park.

Lawn Fertilization - An Ad will be placed in the Record Patriot for 2 weeks accepting bids for Fertilization and Weed Control.

Lawn Tractor For Dragging the Field at the Twp Park - Motion by Rosa to take the John Deere mower up to Classic for a tune up, so it can be used to drag the fields. We will need to be contacted if the cost exceed $1,000.00. Support Moore. All Ayes. Motion Carried.

Brine - Motion by Rosa to accept the contract with the Benzie County Road Commission for brine at the estimated cost of $3,368.75 per coat. Support Moore. Roll Call. All Ayes. Motion Carried.

OLD BUSINESS: - Hall Rental Fees - Motion by Demitroff to NOT charge rent to our township residents . A $50.00 deposit along with a signed wavier will be required and the deposit will be refunded upon cleaning of the hall and no damage. Support Moore. All Ayes. Motion Carried.

Motion by Demitroff to not charge the following committees: Coho Festival, Cherry Bowl Cruisers, Fire Dept., Clerk meetings, and the Road Commission. Support Rosa. All Ayes. Motion Carried.

Hall Security Camera's - Motion by Rosa to accept Fortress Security's bid for $2,912.44 to install 4 surveillance cameras. Support Moore. All Ayes. Motion Carried.

Concrete Bids - three bids were reviewed, for the Skate Park Cement Slab: Acha Construction - $7,875.00 - Northern Concrete - $8,000 ans Wescott Masonry - $6,000.00.

Motion by Demitroff to award the concrete bid to Wescott Masonry for their bid of $6,000. Support Rosa. Roll Call. All Ayes. Motion Carried.

Skate Park Placement - Motion by Moore to place the Skate Park next to the Pavilion. Support Rosa.

Ayes - Geetings, Rosa, and Moore. Nays - Demitroff. Motion Carried.

Building Advisory Committee - Bill Hutchins, was the only person that applied to be on the Advisory Committee. We will keep his request on file.

Fire Department - 7 runs for March

Inland Fire Department Station # is 9.

Homestead Twp Fire Department applied for a grant to purchase Hand-Held Mobile Radio Units. The application needed to be submitted by March 24, 2010. Cost to the Fire Department would be 10%, or $2,000 dollars.

Motion by Demitroff to approve the application /grant that was submitted for Hand Held Mobile units. Support Rosa. All Ayes. Motion Carried.

The Fire Station inside needs to be powered washed and painted. The roofs need to be repaired and the building inside needs to be painted. These will be discussed at the May meeting.

Joint Planning - The next meeting is April 20 th at the Homestead Twp Hall.

PUBLIC IN PUT - Nate Winkler - I want to acknowledge that Tadd Peacock who is the district Administrator was here tonight. He has been very instrumental and supportive with everything we have been working on.

Bob Rosa - Haze Rd. - Suggest to take out the old out houses (portage john) that are in the park. Have them hauled away for clean up day.
