A regular meeting of the Homestead Township Board was called to order at 7:00 p.m., by Chair, Cathy Demitroff.
Present by Roll Call: Cathy Demitroff, Shelley Rosa, Mary Geetings, Carol Moore - Absent, Matt Miller.
Also present: Sherry Taylor, Bob Rosa, Frank Walterhouse, Pam Laing and Todd Warren.
The entire audience participated in the Pledge of Allegiance.
APPROVE AGENDA : Motion by Rosa to approve the agenda as amended, with the additions: Officer Wages. Support Moore with additions. All Ayes. Motion Carried.
APPROVAL OF THE JAN 4th MINUTES : Motion by Moore to accept the Jan 4 th minutes as presented. Support Rosa. All Ayes. Motion Carried.
REPORTS: - Treasurer's - Motion by Moore to accept the Treasurer's report as presented. Support Geetings. All Ayes. Motion Carried.
Clerk's : Motion by Rosa to accept the Clerk's Reports as presented. Support Moore. All Ayes. Motion Carried.
Zoning and Supervisor's Reports - Motion by Moore to accept the Zoning and Supervisor's reports as presented. Support Rosa. All Ayes. Motion Carried.
APPROVAL OF BILLS : General- Motion by Rosa to pay the General Fund Bills. Support Moore. Roll Call. All Ayes. Motion Carried.
Fire Mileage - Motion by Rosa to pay the Fire Department Bills. Support Demitroff. Roll Call. All Ayes. Motion Carried.
Park and Rec - Motion by Rosa to pay the Park and Rec Bill. Support Moore. Roll Call. All Ayes. Motion Carried.
CORRESPONDENCE: Heritage AG LLC, Campbell, Kusterer & CO., PC, Conference Announcement, City of Frankfort - Open Meeting-FOIA Class, Lake Twp Master Plan Announcement.
PUBLIC IN PUT - Todd Warren - We have been un-officially notified that we received the grant for the Skate Park, by Katrina Smith. It was also in the Record Eagle.
NEW BUSINESS:
Capital Improvements - Since we have our own Master Plan, each Twp needs to project any Capital Improvements - Motion by Rosa to accept and submit Capital Improvements for 2010 and 2011 year to include: Park Restrooms, Skate Board Park, Fix Erosion in Park, Roof Repair for the Twp Hall and Fire Building. Support Moore. All Ayes. Motion Carried.
Grant For New Building Possibilities- Rough Draft drawing from 2005 were distributed. The thought is to have drawings drafted for current stimulus money; possible form a committee. The board will research and discuss at the March meeting.
Platte Twp Fire Contract- Motion by Rosa to accept the Fire Protection Agreement between Platte Twp and Homestead Twp Fire Department. The cost for Operational fees will be $15,046.00. Support Moore. All Ayes. Motion Carried
Officer Wages- Three option were proposed to the board for wages: Zero Increase, 2.5% increase or the rate of inflation increase of 2.7%. Motion by Rosa to adopt by Resolution, a zero increase for the officers for the fiscal year 2010 / 2011. Support Demitroff. Roll Call. All Ayes. Motion Carried.
OLD BUSINESS:
Hall Rental Fees - The board will research and review at the March meeting.
Hall Security Cameras - Tabled until March meeting. The board will research the possibility of having 4 cameras installed and purchased by a local electrician.
Fire Department - Three runs for January. 81 total runs for the 2009 year.
The Fire Dept Association would like to use the Twp Hall, Sunday, March 7, 14, 21 and the 28 from 7:00 am until 1:00 pm for pancake breakfast fundraiser. They would need the hall on Saturday mornings to prepare the food. Motion by Demitroff to allow the Homestead Fire Dept Association the use of the Twp Hall on March 7, 14, 21 and the 28 th for their pancake breakfast fund raiser. Support Rosa. All Ayes. Motion Carried.
Fire school final will be April 24 th . The written and clinical test will take place at the school. There are still 15 members taking the course.
Frank will get a Mutual Aide Agreement with Inland Township.
Joint Planning - Phase 2 for the Benzie Bus was approved. We reviewed the site plan for LA Marine. The next meeting in February 16, 7:00 p.m. at the Homestead Twp Hall.
PUBLIC INPUT:
Shari Taylor - 2/3 of our tax dollars go to the schools, and yet they are charging for the use of the buildings.
The County Commissioner hold a meetings the 3 rd Tuesday of every month at 6:00 p.m., I encourage the board members to attend.
Lastly, the board members should have taken a raise, what would it have cost, $1,000 dollars. You are here doing your jobs, and the cost of living continues to rise.
Pamm Laing - The list of projects, that were given to the board members in their packets was not drawn up by the Park Committee. I do not know where this list came from.
Demitroff - That list is for Inland Twp, I should have put Inlands title on it.
Bob Rosa - The Coho Festival would like to use the Twp Park for a softball tournament and camping during the Coho Festival. Motion by Demitroff to allow the Coho Festival use of the Twp Park for a Softball Tournament and Camping. Support Rosa. All Ayes. Motion Carried.

Any Other Business to Come Before the Board - The newsletter. Instead of a letter, why don't we put out a post card with the clean up date, and make better use of our web site.
Budget meeting - The Twp Board will hold a budget meeting on Monday, February 15, at 7:30 p.m.
