REGULAR MEETING

January 4th, 2010

A regular meeting of the Homestead Township Board was called to order at 7:00 p.m., by Chair, Cathy Demitroff.

Present by Roll Call: Cathy Demitroff, Shelley Rosa, Mary Geetings, Carol Moore and Matt Miller.

Also present: Sherry Taylor, Bob Rosa, Dan Moore, Frank Walterhouse and Lee Anton.

The entire audience participated in the Pledge of Allegiance.

APPROVE AGENDA : Motion by Rosa to approve the agenda as amended, with the additions: Use of the Twp Hall for CPR Classes and the Bureau of Census, and to address the Open Meeting Act. Support Moore with additions. All Ayes. Motion Carried.

APPROVAL OF THE DEC 7th MINUTES : Motion by Rosa to accept the Dec 7 th minutes as presented. Support Miller. All Ayes. Motion Carried.

REPORTS: - Treasurers's - Motion by Moore to accept the Treasurer's report as presented. Support Miller. All Ayes. Motion Carried.

Clerk's : Motion by Miller to accept the Clerk's Reports as presented. Support Rosa. All Ayes. Motion Carried.

The General Fund is overdrawn in the Miscellaneous/Township Board Account. Motion by Miller to move $3,000.00 into the Miscellaneous/Township Board Account from the Contingencies Account. Support Rosa. All Ayes. Motion Carried.

The Park and Rec Account, is overdrawn in the Salaries Account. Motion by Rosa to move $1,000 dollars into the Salaries Account from the Capital Outlay Account. Support Moore. All Ayes. Motion Carried.

Zoning and Supervisor's Reports - Motion by Rosa to accept the Zoning and Supervisor's reports as presented. Support Miller. All Ayes. Motion Carried.

APPROVAL OF BILLS : General- Motion by Miller to pay the General Fund Bills. Support Moore. Roll Call. All Ayes. Motion Carried.

Fire Mileage - Motion by Miller to pay the Fire Department Bills. Support Moore. Roll Call. All Ayes. Motion Carried.

CORRESPONDENCE: MTA- Conference Expo: David Hale - Michigan Office Solutions: ORV / ATV Meeting Notice: Homestead Inland Joint Planning Commission Meeting Dates, and Homestead/Inland Joint Budget Report: Letter from Susan May - Census Bureau.

PUBLIC IN PUT - None

NEW BUSINESS

CPR Class - Katrina Stachnik would like to use the Twp Hall on January 6 for CPR Training, and have the cost of the Twp Hall fees waived. Motion by Rosa to allow Katrina to use the Twp Hall on January 6, with no fees for CPR Training. Support Moore. All Ayes. Motion Carried.

Census Bureau - Susan May, with the Bureau of Census would like to use the Twp Hall on Jan 16th, 30 th , Feb 12 th and Feb 27 th with no charge for recruiting applicants to fill 314 part time temporary positions for the Census Bureau. Motion by Rosa to allow the Bureau Census the use of the Twp Hall on Jan 16th, 30th, Feb 12 th and the 27 th at no charge from 10:00 a.m. until 1:30pm. Support Miller. All Ayes. Motion Carried.

Joint Planning Commission Alt Members - Trevor Sholten and Roger Chorley have applied for the Alternate position on the Joint Planning Commission.

Motion by Demitroff to approve Trevor Sholten as the alternate for the Homestead / Inland Joint Planning Committee. Support Miller. Roll Call. Geetings - No, Rosa - No, Demitroff - Yes, Moore - No, and Miller Yes. Motion Denied.

Motion by Geetings to appoint Roger Chorley as the Alternate for the Homestead / Inland Joint Planning Committee. Support Demitroff. Roll Call. Demitroff - No, Miller - No, Geetings - Yes, Moore - Yes, and Rosa - Yes. Motion Carried.

Board of Review Alt Member - Motion by Demitroff to appoint Sally Soper as an Alternate Board of Review Member, and to supply her with training material needed to learn the position. Support Miller. All Ayes. Motion Carried.

OLD BUSINESS

Vacumn - Motion by Rosa to purchase a vacumn from Benzie Appliance and TV for the cost of $649.99. Support Demitroff. Roll Call. All Ayes. Motion Carried.

Zoning Violation - Mr. Yacks received a letter from Roger Williams regarding the second dwelling on his property, he currently does not owe own the property, he is working on a purchase price. If he is able to purchase the property, he will then address the zoning violation, if it is a proven violation. The board at this time will take no action.

Clean up Day - American Waste has agreed to reduce the fee to $40.00. There is not much more they can do to reduce the cost. The village president agrees that American Waste should bill them separately. The confirmed date is May 22, from 8:00 a.m. until 12:00 noon.

Fire Department - 16 Runs for December, 81 for the total year of 2009. 4 Structure fire. 1 in Almira, 1 in Homestead, 1 in Nesson City and 1 in Platte.

Have we received the remaining fire coats? The Fire Coats are being made as ordered and will be shipped when the order is complete. The shipping cost paid last month was a 1 time fee.

Could we sell our old fire coats to Inland Township? Inland has had coats donated to them from other wealthy departments.

Joint Planning - There was a Public Hearing regarding the Benzie Bus. The JPC approved Phase 1, but did not approve Phase 2. The next meeting is January 19, at Inland Twp, 7:00 p.m.

A letter to the Inland Planning Commission will be drafted asking for last years budget, and any financial records or quarterly reports they may have for our review.

Open Meeting Act - Board member Rosa would like it to be recorded in the minutes that at the November 16 th interview meeting; she stated that this was an open meeting, and it was posted as an open meeting. A member of the public were was asked to wait outside by the Supervisor until the first interview process was complete.

PUBLIC IN PUT - Bob Rosa - Maybe when renting the hall, you should look into a minimal group fee. Maybe groups like the Coho Festival, can pay a 1 time fee, for the 6 months they may use it.

Secondly, I would like to purchase a surveillance cameras for the township hall. The system I was looking into has 4 cameras, and I feel it would be a good start.

The board will research and review for next meeting.

Frank Walterhouse - Would the board like me to write the Fire Contract for Platte Township, and to do the Budget for the Fire Department? Inland Township's Fire Department will be up and running by the end of April. There will be 24 days, that we will operate under mutual aid with them. Should there be a fee charged to them for those 24 days?

Shelley Rosa - This is a smoke free building, yet when I am working here, I smell smoke from the fire barn coming through the vents.

Frank Walterhouse - The men go outside the building to smoke.

Tape Recorder - Motion by Demitroff to allow Mary to purchase a new tape recorder and software from Best Buy on and around the cost of $300.00. Support Miller. Roll Call. All Ayes. Motion Carried.

Demitroff - Mark Wareham was asking if there is only 1 side of the building where the snow needs to be removed, should he be charging the township a one time fee. The board agrees that according to the contract, that anytime plowing or shoveling needs to be done anywhere around the building, a fee should be paid.

ADJOURN - Motion by Miller to Adjourn at 8:45. Support Demitroff. All Ayes. Motion Carried.
