A regular meeting of the Homestead Township Board was called to order at 7:00 p.m., by Chair, Cathy Demitroff.

Present by Roll Call: Cathy Demitroff, Shelley Rosa, Mary Geetings (Attended at 8:00 p.m), and Carol Moore. Absent, Matt Miller.

Also present: Sherry and Mark Taylor, Bob Rosa, Frank Walterhouse, Pamm Laing, Cliff Grostick, Dave Zalewski, Bill Hutchins and Todd Warren.

The entire audience participated in the Pledge of Allegiance.

APPROVE AGENDA : Motion by Rosa to approve the agenda. Support Moore. All Ayes. Motion Carried.

APPROVAL OF THE FEB 1st MINUTES : Motion by Moore to accept the Feb 1st minutes as presented. Support Rosa. All Ayes. Motion Carried.

APPROVAL OF THE FEB 15 th BUDGET WORKSHOP MINUTES : Motion by Moore to accept with corrections. Date of workshop was February 15 not February 1 st . Support Rosa with corrections. All Ayes. Motion Carried.

REPORTS: - Treasurers's - Motion by Moore to accept the Treasurer's report as presented. Support Demitroff. All Ayes. Motion Carried.

Clerk's : Motion by Rosa to accept the Clerk's Reports as presented. Support Moore. All Ayes. Motion Carried.

Zoning and Supervisor's Reports - Motion by Rosa to accept the Zoning and Supervisor's reports as presented. Support Moore. All Ayes. Motion Carried.

APPROVAL OF BILLS : General- Motion by Rosa to pay the General Fund Bills. Support Moore. Roll Call. All Ayes. Motion Carried.

Fire Mileage - Motion by Rosa to pay the Fire Department Bills. Support Moore. Roll Call. All Ayes. Motion Carried.

CORRESPONDENCE: Benzie Bus - Ground Breaking Ceremony. Tru Green Lawn Care. Benzie County Committee Appointments. Northwest MI Council of Gov. Traffic Safety Forum

PUBLIC IN PUT - Cliff Grostick - 14800 Brownell - Brownell and Haze Roads are the only negative assets. I am concerned about the road in the valley because it is so bad. I would like to see something done on Brownell Road.

The Road Commission gave an estimated cost to fix the road in the valley on Brownell Road last summer for $207,000. This was for 22 feet wide by 1500 feet long.

NEW BUSINESS: Park Advisory Committee - Skate Park - Todd Warren presented a preliminary/proposed time-line for the skate park. The board wants 3 bids for concrete.

Census Hall Use - Motion by Rosa to allow the Census Bureau the use of the Twp Hall March 5 th and March 12 th from 10:00 a.m. until 2:00 p.m. Support Moore. All Ayes. Motion Carried.

Mutual Aid Agreement with Inland - Motion by Rosa to approve Mutual Aid with Inland Twp Fire Department. Support Moore. All Ayes. Motion Carried.

Land Use Permit and Fees Amendment - Motion by Rosa to adopt the Land Use Permits and Fee Schedule for the Homestead / Inland Township Zoning. Support Moore. All Ayes. Motion Carried.

Motion by Moore to increase the Chair and the Secretary Fees per Diem from $40.00 to $60.00 per meeting. Support Rosa. Roll Call. All Ayes. Motion Carried.

Wage and Fee Schedule - Motion by Rosa to adopt an Assistant Maintenance Person for $1,200 per year, and to adopt the wage schedule as presented. Support Moore. All Ayes. Motion Carried.

OLD BUSINESS: - Clean-Up Day Postcard - Motion by Rosa to approve the post card to be sent out with corrections. Support Moore. All Ayes. Motion Carried.

Hall Rental Fees - Carol presented some suggestions for the board to review and it will be discussed at the April 5 th meeting.

Hall Security Camera's - The Board was expecting one more bid. This will be reviewed at the April5th meeting.

Plans for Possible Building Grants - The cost for building plans run any where from $20,000 to $25,000 thousand dollars. The shelf life is only for 2 years. What are the needs of this building, the offices and the Fire Depart?

The Twp will run an ad in the paper looking for volunteers that are interested in sitting on a building committee.

Fire Department - 2 runs for February, 13 for the year of 2010.

We have received the signed Contract for Platte Twp, along with a $100.00 donation to the Fire Department. Permission granted to move the new refrigerater out of the kitchen during the pancake breakfasts in the month of March.

Chief Walterhouse presented to the board an amendment to the Fire Departments Budget.

Motion by Rosa to Increase the Salaries Account for the Fire Dept by $2000.00, to increase the Radio Repair by $500.00, to increase the Vehicle Repair by $500.00, and to increase the Equipment Repair account by $4,000.00. The money will come from the Capital Outlay Account. Support Geetings. All Ayes. Motion Carried.

Joint Planning - New officers have been appointed to the Joint Planning Committee. Election Chair is Christy Anderson, Vice Chair is Roger Hubbell, and the Secretary is Roger Chorley.

The next meeting is April 20 th , at Homestead, 7:00 p.m.

PUBLIC IN-PUT: Bob Rosa - The Coho Festival would like to use the Twp Hall on the last Thursday of the month for their meetings, it currently is the last Wednesday of the month.

How can the Alternate for the Planning Committee be the Secretary?

Each township has 4 members on their committee. The alternate is the 5 th person, and it was Homestead's turn to carry the 5 th person.

Bill Hutchins - The asphalt at the back of the building has a large hole in it, and should be addressed.

Frank Walterhouse - Possible the Fire Department could go half on the expenses for an architect. This building needs improvements. We should try and take part in the stimulus money.

ANY OTHER BUSINESS TO COME BEFORE THE BOARD: It has been suggested to draft a letter to the school regarding the parking lot and the Fire Department trying to get the truck out in case of an emergency.
