A regular meeting of the Homestead Township Board was called to order at 7:00 p.m., by Chair, Cathy Demitroff.

Present by Roll Call: Cathy Demitroff, Shelley Rosa, Mary Geetings, and Carol Moore.   Absent Matt Miller.

Also present:  Sherry Taylor, Bob Rosa, Rep Darwin Booher, Frank Walterhouse, Lee Anton, Calvin Smith, Todd Warren, Darin Antoine, Pamm Laing, Tad Peacock and Bill Hutchins.

The entire audience participated in the Pledge of Allegiance.

APPROVE AGENDA : Motion by Geetings to approve the agenda with the following additions: Park Sign and Skate Park under Old Business.    Support Rosa with additions.   All Ayes.  Motion Carried.

APPROVAL OF THE APRIL 5th MINUTES : Motion by Rosa to approve the April 5th minutes with corrections.    Support Moore.  All Ayes.  Motion Carried.

REPORTS:  - Treasurer's  - Motion by Moore to accept the Treasurer's report as presented.   Support Geetings.  All Ayes.  Motion Carried.

Clerk's : Motion by Rosa to accept the Clerk's Reports as presented.  Support Moore.  All Ayes.  Motion Carried.

Zoning and Supervisor's Reports -   Motion by Rosa to accept the Zoning and Supervisor's reports as presented.  Support  Moore.   All Ayes.  Motion Carried.

APPROVAL OF BILLS :   General-    Motion by Rosa to pay the General Fund Bills.  Support Moore.  Roll Call.  All Ayes.  Motion Carried.

Fire Mileage - Motion by Rosa to pay the Fire Department Bills.  Support Moore.  Roll Call.  All Ayes.  Motion Carried.

Park and Rec - Motion by Rosa to pay the Park and Rec Bills.  Support Moore.  Roll Call.  All Ayes.  Motion Carried.

CORRESPONDENCE: County Invitation to attend a meeting regarding Broad Band Radios.  Invitation Inland Twp Fire Department Open house, May 15.

PUBLIC IN PUT:    NONE

Darwin Booher - Introduced himself to the Board and audience, he will be running for the Senate, on the August Primary Ballot.

Tadd Peacock - Director, Conservation District, introduced himself to the Board, gave a brief presentation, and asked for our support on the upcoming mileage the Conservation District will be pursuing on the August Primary Election.

NEW BUSINESS:  Accucomp Computers -  Denny from Accucomp reviewed a Quote distributed to the board regarding new computer equipment for the Clerk and Treasurer.    The quote was for 2 computers, 1 printer, installation, update of Micro Soft Office and Word.  Total Pkg. $3,155.00.  One other bid was suppose to be presented, but they never responded.   Motion by Demitroff to accept Accucomp's bid for new computer equipment and software for the cost of $3,155.00.  Support Moore.  Roll Call.  All Ayes.  Motion Carried.

Cemetery Lawn Care Bids : Six bids were presented.   Happy Harry Maintenance - $1,250.00 and $1,300, per month:   Johnson Outdoors  - $5,000 and $5,300 per year:   Hutch Construction and Services  - $1,200 and $1,360.00 per month:   Philip Bair - $13,800.00 per year:   Jordan Potts - $7,700 per year:   T.J.'s Lawn Care - $5,000 per year:  

Motion by Demitroff to accept T.J.'s Lawn Care Bid for $5,000 for cemetery care for Homestead and Champion Hill Cemeteries along with the lawn mowing needed at the Twp Hall and Fire Dept.  Support  Rosa.  Roll Call.   All Ayes.  Motion Carried.

Fertilization Bids: Only 1 bid was sent into the township.  Motion by Rosa to accept Northern Greenlawn's bid for Fertilization for the Park, for the amount of $798.00 for the summer of 2010.  Support Demitroff.  Roll Call.  All Ayes.  Motion Carried. 

Audit: Motion by Demitroff to have Tobin and Company conduct an audit for fiscal year 2009 and 2010, on May 10 th and 11 th .  Support Moore.  All Ayes.  Motion Carried.

Cemetery Ordinance :   Motion by Rosa to add Section 6 - E to the Township Ordinance, along with the addition to Section 7 - E.   See attached.  Support Moore.  All Ayes.  Motion Carried.

Credit Card Payment for Taxes : Tax payers can pay their taxes by Credit Card, but will be charge  3% for the service.   Motion by Demitroff to approve BS&A's software for Credit Card Payment with a 3% convenience fee being charged back to the customer.  Support Moore.  All Ayes.  Motion Carried.

Energy Grant : The board approved Cathy to apply for the Energy Grant that is due May 21, 2010.

OLD BUSINESS:

Park Sign : Two bids were presented to the board.  A-Plus Auto for $225.00 and The Sign Shop for $85.00.  Motion by Moore to accept A-Plus Autobody & Sign Design for the cost of $225.00.  Support Rosa.  Roll Call.  All Ayes.  Motion Carried.

Skate Park : Two bids were presented for Skate Park Equipment.  Stealth for $8,900.00.   This included equipment and installation, and DIY for equipment only.  It was the recommendation of the Skate Park Committee to purchase the DIY equipment.  Motion by Rosa to allow the Skate Park Committee permission to purchase the equipment from DIY for the cost of $7,900.00.   Support Demitroff.  Roll Call.  All Ayes.  Motion Carried.

Security Camera : Installed and operating.  Cathy will set up a training session for all board members.

Fire Dept : 3 runs for April.  The fire department would like to appoint Butch Garber to replace Rick Frederick as Air Pack Officer.  Motion by Rosa, to appoint Butch Garber as the Air Pack Officer, replacing Rick Frederick.  Support Demitroff.  All Ayes.  Motion Carried.

 The Fire Department would like to apply for a grant for a new tanker.  The match is 5%.  Motion by Rosa to allow Frank to apply for a grant, Plymovent, from Homeland Security.  Support Moore.  All Ayes.  Motion Carried.

PUBLIC IN- PUT :   Bob Rosa - I am hoping to start work on the Skate Park this Saturday.

 On your hall rental agreement the board might want to add a clause into their policy, regarding people who want to use the hall for a profit.  Say an exercise class.  Etc.   A clause will be added to the policy and presented to the board at the next meeting.

Frank Walterhouse - Men start playing ball on May 18 th , there are 8 teams.  The women start on May 27 th , and the kids start the first week of June.

Cathy Demitroff - The playground equipment could use some paint, which needs to be lead free.  The board agrees.   Cathy will look into this.  Also, the dumpster will be here this week.

Bob Rosa - The outhouses in the park should be hauled away on clean-up day.  I can knock them down, fill in the holes for the board for $100.00 per outhouse.

Tim King - If Bob knocks them down, I can get a group of boy scouts to help haul them away.

Motion by Moore to allow Rosa Construction to crush the out houses in the park, and fill in the holes for $100.00 a piece, there are 6 of them.   To call Benzie Crystal Pumping to pump out the 2 houses near the skate park, and to allow the boy scouts to remove the rubbish, under the care of Tim King.  Support Demitroff.  All Ayes.  Motion Carried.

Adjourn: Motion by Moore.  Support Rosa to adjourn.   Adjourned at 9:15.  All Ayes.  Motion Carried.
