A regular meeting of the Homestead Township Board was called to order at 7:00 p.m., by Chair, Cathy Demitroff.

Present by Roll Call: Cathy Demitroff, Shelley Rosa, Mary Geetings, Carol Moore, and Matt Miller.

Also present: Sherri Taylor, Lee Anton, Pamm Laing, Bob Rosa, Frank Walterhouse, Mark Wareham, Dan Moore, Cindra Moore, and Deb Donley.

The entire audience participated in the Pledge of Allegiance.

APPROVE AGENDA: Motion by Rosa to approve the agenda as amended, with the addition of Carpet Cleaning under new Business, Cemetery Maps under Old Business, and to include the August 24th minutes. Support Moore. All Ayes. Motion Carried.

APPROVAL OF MINUTES: Motion by Rosa to approve the August 3rd 2009 minutes with 1 correction, Cathy with a C, not a K. Support Miller with correction. All Ayes. Motion Carried.

REPORTS - Clerk’s - Motion by Miller to accept the Clerk’s Reports as presented. Support Moore. All Ayes. Motion Carried.

Treasurer’s: Motion by Miller to accept the Treasurer’s Report as presented. Support Moore. All Ayes. Motion Carried.

Zoning and Supervisor’s Report - Motion by Rosa to accept the Zoning Admin’s Report as presented. Support Miller. All Ayes. Motion Carried.

PARK BUDGET: Motion by Rosa to transfer $2,500 into Salaries, $300.00 into Concession, $600.00 into Equipment, and $300.00 into the Tax Account. All to be transferred from Contracted Services. Support Miller. All Ayes. Motion Carried.

APPROVAL OF BILLS: General- Motion by Rosa to pay the General Fund Bills. Support Moore. Roll Call. All Ayes. Motion Carried.

Fire Mileage - Motion by Rosa to pay the Fire Department Bills. Support Miller. Roll Call. All Ayes. Motion Carried.

Park and Rec: Motion by Moore to pay the Park and Rec Bills. Support Miller. Roll Call. All Ayes. Motion Carried.

CORRESPONDENCE: Benzie County Rd Commission - Paving Pioneer Rd.

Two FOIA Request have been requested for the month of August.

Recreation Park Report - Informational report supplied to the board, by Treasurer Rosa.

PUBLIC INPUT: Cindra Moore - Covey Rd. - Request Zoning Change, Tax Exemptions for those residence that need to leave their homes for the winter months to find work. Suggest web site www,michigan.gov. to answer questions.

Mark Wareham - Have the Co-ed leagues paid their dues, it is not on the Recreation Park Report? - Rosa- payment was received after the report was completed.

BIDS: Park Restrooms - The bids were opened as best by Category.

Eckler Construction - Bid the complete job for $44,965.00

Access Windows and Doors - Bid for doors, Toilet Accessories Etc. $4,975.00

Electrical: Glen Lake Electric, Inc. $4,317.00

Advantage Electric $6,500.00

Motion by Rosa to accept Glen Lake Electric’s Bid for $4,317.00. Support Demitroff. Roll Call. All Ayes. Motion Carried.

NEW BUSINESS: Rental Furnace - Motion by Miller to place an Ad in the local paper for a new furnace. Support Rosa. All Ayes. Motion Carried.

Carpet Cleaning - Motion by Moore to have Crystal Maintenance Service to clean the Carpet for $65.00. Support Miller. Roll Call. All Ayes. Motion Carried.

OLD BUSINESS: Cemetery Maps - 2 bids were presented to redo the Cemetery Maps -

Abonmarche $525.00 for Homestead Map $590.00 for Champion Hill

Jenema Land Sur Cost for 2 maps, not to exceed $800.00

Motion by Demitroff to accept Jenema Land Survey’s bid to redo the Cemetery Maps, cost not to exceed $800.00. Support Miller. Roll Call. All Ayes. Motion Carried.

Clean Up Day - Carol Moore and Shari Taylor presented several cost savings and recommendations to the board. 3 hours - not 5 charge $10.00 per load 40 yard roll off truck instead of compactor truck hire village man to use village tractor to compact the load scrap metal - someone pay the twp to take scrap metal show tax receipts to dispose of garbage change date to May village to bring garbage to our site.

The Village of Honor’s Meeting is September 9th. Carol will attend their meeting to discuss options. Cathy Demitroff will contact Northern Disposal on their cost and date availability. Carol Moore will report findings next month. The board thanks Carol Moore and Shari Taylor for all their time and efforts.

Park Report: The women and men leagues are finished for the season. Co-ed is taking place on Mondays until the end of September. Thank you to all the teams that have been doing a great job in cleaning up after the games. Mark and I, Carol, appreciate all their efforts.

The softball tournament and camping went great, no problems.

Diamond Dust - was delivered and placed on the upper ball field. A special thanks to Bob Rosa and Mark Wareham for all their time and their efforts to spread this in the very rainy weather.

Irrigation System - According to Crystal Water Works who has been called 3 times to help with the system, feels the current system in a design flaw. There are 2 many heads in the zone on the bank where the bleachers are.

Options to solve the problems are: Turn the zone off, (it currently is off, and the problem has not happened), add an additional zone with fewer heads, do nothing and pay maintenance person or board member to check every morning from May through October for water coming out of back flow.

Recommendations from the board are to keep the Zone in the bleacher area off. Contact Crystal Water Works to see if they would be able to pipe Zone 1 from the new restroom. Bob Rosa volunteered to call Crystal Water Works.

Out Field - Upper Field - Players are asking to have the 30 feet of the infield turned into grass. The average cost to do this is approximately, $1,200.00. This project would need to be done in the fall. Recommendations from the board are to look into it for next fall, and to budget for the project.

Lawn Mower - Mark will set up an appointment with Ferguson in the month of October for the mower to be serviced.

Park Maintenance Person and Snow Removal Ad - Ads will be place in the paper this month for decisions to be made at the October meeting.

Irrigation System - Crystal Water Works gave an estimated bid of $75.00 to blow out the pipes for the Fall. Motion by Demitroff to hire Crystal Water Works to blow out the pipes for $75.00. Support Rosa. Roll Call. All Ayes. Motion Carried.

Mark will schedule an appointment with Crystal Water Works.

Fire Department - No Report

The application on all firemen were checked for Driving Records, and Back Ground Checks, and only 1 application had anything on it.

A Proposed schedule was presented for Firemen Training to be held at the Twp Hall. Review for next month.

Weitzal Zoning Violation Update - Neither the Clerk, nor the Supervisor has any concrete information regrading the violation.

Joint Planning Commission - Next meeting is October 20th, Homestead Twp Hall.

PUBLIC IN PUT - Lee Anton - Cinder Rd - Was anyone present at the last park meeting? Pamm Laing - the last meeting was strictly to discuss restrooms plans. Those people that were interested will be called for the next meeting on September 17, 2009 at 6:00 pm.

ANY OTHER BUSINESS: Assessor would like to attend a 2 and ½ day class for assessing. Motion by Miller to allow the Assessor to attend a training session for 2 and ½ days at the cost of $150.00 for the class, and $89.00 per night at the Gaylor Sylvan Resort. Support Moore. Roll Call. Rosa - Abstain. Geetings, Moore, Miller and Demitroff all ayes. Motion Carried.
