Meeting called to order: 7:00 pm.
Pledge of Allegiance Recited.
Members Present: Bruce Andersen, Christy Andersen, Roger Hubbell, Dan Moore, Mary Miller, Cathy Demitroff, Fred Poynor, Marshall Lambertson, Sharon Peregoy.
Absent: Jessica Wooten.
Others Present: Paul Beechcraft, Roger Williams.
Minutes: Christy Andersen made the motion to accept the minutes from 16 December 2008 as written. Cathy Demitroff seconded the motion, All Ayes, No Nays, Motion Carried.
Open Public Discussion: None.
Correspondence Received: None.
Election of Officers:
Chairman : Bruce Andersen made the motion to re-elect Roger Hubbell as Chairman, Fred Poynor seconded the motion. After requests for any other nominees and none were given, Mary Miller made the motion to have a unanimous Ballot for Roger Hubbell as Chairman, All Ayes, No Nays, Motion Carried.
Vice-chairman : Cathy Demitroff made the motion to re-elect Fred Poynor as Vice-chairman, Bruce Andersen seconded the motion. After requests for any other nominees for Vice-Chairman and none were given, Mary Miller made the motion to have a unanimous Ballot for Fred Poynor as Vice Chairman, Christy Andersen seconded the motion, All Ayes, No Nays, Motion Carried.
Secretary : Cathy Demitroff made the motion to re-elect Dan Moore as secretary, Bruce Andersen seconded the motion. After requests for any other nominees for Secretary and none were given, Mary Miller made the motion to have a unanimous ballot for Dan Moore as Secretary, Christy Andersen seconded the motion, All Ayes, No Nays, Motion Carried.
Agenda: Mary Miller made the motion to accept the agenda as written, Christy Andersen seconded the motion, All Ayes, No Nays, Motion Carried.
Bills: None.
Budget Report: Roger Hubbell stated that we needed more money in the Joint Planning Commission account. Cathy Demitroff moved to transfer remaining balance from Homestead Township to the Joint Planning Commission ($6,507.00). Mary Miller made the motion to transfer their balance from Inland Township to the Joint Planning Commission also.
Report of Township Board Representatives:
Inland Township : Mary Miller stated that she presented a draft of the budget to Inland Township Board and also gave them a list of the Inland Homestead Joint Planning Commission accomplishments for the past year.
Homestead Township : Cathy Demitroff stated the she also gave Homestead Township Board a draft of the budget and a list of the Joint Planning Commissions accomplishments and goals.
Old Business:
Roger Williams presented the board with a few changes that he had made to the draft for the Mass Gathering Ordinance.
• Section 1. Change verbiage from “Township or County Government” to “Local Government”.
• Section 3.36.C line two. This would be a Minor Site Plan approval.
• Section 3.36.C2. Change verbiage from “activities” to “entertainment” and change “after” to “no later than”.
• Section 3.36.C7. Add noise level of 65db or lower at property boundaries.
Roger Williams also request that the Board approve the Mass Gathering with changes, and a Public Hearing Notice be published for Public Input. Roger Hubbell made a motion to except the Mass Gathering with changes, and a joint Public Hearing be scheduled for 17 February 2009, at Homestead Township Hall at 7:00pm. Mary Miller seconded the motion, All Ayes, No Nays, Motion Carried. Public Hearing is scheduled for 17 February 2009, at Homestead Township Hall, at 7:00pm.
New Business:
Meetings for 2009: Roger Hubbell stated that he would like to start meeting quarterly and set dates for the meetings as follows:
21 April 2009 - Homestead Township Hall, 7:00 pm.
21 July 2009 - Inland Township Hall, 7:00 pm
20 October 2009 - Homestead Township Hall, 7:00 pm.
Roger Hubbell also stated that a Special Meeting can be called by the Chairman with a 48-hour notice, and that a special meeting can also be called by two members of the board. Roger Hubbell made the motion to make meetings quarterly, Mary Miller seconded the motion, All Ayes, No Nays, Motion Carried.
Training for Zoning Board of Appeals: Roger Hubbell stated the Inland Homestead Zoning Board of Appeals would like the funding for them to attend an up coming training session on 10 March 2009. The training session is the “Zoning Board of Appeals Essentials”. Christy Andersen made the motion to allocate the funds for the ZBA to attend the training session, Dan Moore seconded the motion, All Ayes, No Nays, Motion Carried.
Training for new Planning Commission Members: Marshall Lambertson and Cathy Demitroff both agreed that they would like to take the Citizen Planner Course. Funds were needed for the course. Board go Round after short discussion, all members of the Board agreed to fund the money for the course.
Transfer Funds to Training: Roger Hubbell asked that the board transfer $1000.00 dollars from the office supplies budget to the training fund. Christy Andersen made the motion to transfer $1000.00 dollars from the office supplies budget to the training fund. Mary Miller seconded the motion, All Ayes, No Nays, Motion Carried.
Hire Recording Secretary: Christy Andersen made the motion to keep the current Recording Secretary, Mary Miller seconded the motion, All Ayes, No Nays, Motion Carried.
Open Public Discussion: Paul Beechcraft stated that there will be a public hearing on 5 February 2009, at Inland Township Hall, at 7:00p.m., on Fire Protection. He also stated that there is a Coffee Social this Sunday.

Adjourn: Christy Andersen made the motion to adjourn, Mary Miller seconded the motion. All Ayes, No Nays, Motion Carried.
