Meeting Called to Order: 7:03pm

Pledge of Allegiance Recited.

Members Present: Bruce Andersen, Christy Andersen, Roger Hubbell, Mary Miller, Dan Moore, Fred Poynor, Bill Sholten, Zelda Gray, Sharon Peregoy

Excused: Jessica Wooten.

Others Present: Mike Morman; Colfax Township Supervisor, Cathy Demitroff, Frank Walterhouse, Roger Williams, Marilyn Wareham.

Minutes: Approval Of 16 September Minutes: Mary Miller made the motion to accept the minutes as written, Dan Moore seconded the Motion, All Ayes, No Nays, Motion Carried.

Open Public Discussion: Marilyn Wareham wanted to remind everyone that there is an open house Sunday, 23 November 2008, for Gladys Wilson.

Agenda: Additions: Roger Hubbell added a hard copy of the zoning ordinance for the attorney. Roger Hubbell would also like to add mileage reimbursement.

Approval: Mary Miller made the motion to approve the agenda with additions, Dan Moore seconded the motion, All Ayes, No Nays, Motion Carried.

Correspondence Received: Roger Hubbell stated that he had a news release regarding Oil and Gas Leasing Educational Program at the Benzie Central High School Auditorium from 9:30am -12:45pm on 6 December 2008 (See Attachment).

Bills: Roger Hubbell reported that he had one bill from the attorney and two bills from the Cell Phone Company. He signed all three and they will be paid.

Budget Report: Roger Hubbell stated that a run down of the budget was $7,302.00.

Report of Township Board Representatives:

Inland: Mary Miller reported that Inland Township did adopt the new Zoning Ordinance.

Homestead : Zelda Gray reported that Homestead Township did adopt the new Zoning Ordinance.

Old Business: None.

New Business: Zoning Ordinance Amendments:

Amendment 8-02: Amend article II- Definition added. Seasonal Retail Sales. Possibly need to reword for better clarification.

Amend Article V Forest Residential, Section 5.3, adding L. Seasonal Retail Sales.

Amend Article VI Rural Residential, Section 6.3, adding L. Seasonal Retail Sales.

Amend Article VIII Mixed Residential, Section 8.3, adding P. Seasonal Retail Sales

Amend Article X General Commercial, Section 10.3 adding I. Seasonal Retail Sales.

All done with site plan approval.

Amendment #8-01: Add definitions of Mass Gathering and Sponsor. For a complete review of this amendment please see attachment.

Board took a vote after some discussion to table this for future meeting. Mary Miller made the motion to table discussion for future meeting; Bruce Andersen seconded the motion, All Ayes, No Nays, Motion Carried.

Postage for Zoning Administrator: Board approved postage for Roger Williams in the amount of $0.42. Roger Hubbell asked the board for permission to buy Roger Williams a book of stamps rather than approving a single stamp for every mailing sent. Board was unanimous, Book of stamps approved.

Work Program for 09-10: Roger Hubbell stated that according to the statute the JPC needs to have a plan for the work they are going to do in the 09-10 year. Things that were discussed were the access management for US31 and water shed study. Roger Hubbell asked that if anyone can think of anything else will they please bring it up at the next meeting.

Report of 08-09 work: Roger Hubbell stated that he has to report to the boards on what the Homestead Inland Joint Planning Commission accomplished last year (08-09). Homestead Inland Joint Planning Commission completed the new zoning ordinance and became independent from the Benzie County Planning Commission. Christy Andersen made the motion to give a copy of the completed Zoning Ordinance to the attorney, Zelda Gray seconded the motion, All Ayes, No Nays, Motion carried.

Christy Andersen made the motion to add Roger Williams Mileage to a permit fee for someone needing Roger Williams's services on a non-service day. Fred Poynor seconded the motion, All Ayes, No Nays, Motion Carried.

Open Public Discussion: Mike Morman, Colfax Township Supervisor, stated that they were interested in joining the Homestead Inland Joint Planning Commission and would like information on start up cost, make up of the board, and the number of members they can have to represent Colfax Township and any other pertinent information needed for him to take back to Colfax Township .

Board Go Round: Everyone stated that they had nothing new to add or discuss.

Adjourn: Zelda Gray made the motion to adjourn, Christy Andersen seconded the motion, All Ayes, No Nays, Motion Carried.
