Also present: Cyndra Moore, Rosalie and Ben Pelch, and Frank Walterhouse
The entire audience participated in the Pledge of Allegiance.

APPROVAL OF MINUTES: Motion by Demitroff to accept the February 5th minutes with corrections: misspelled Afeels@ under Public In-Put and misspelled Amillage@ under Fire Contracts. Support Rosa. All Ayes. Motion Carried.

BUDGET HEARING:
We need to adopt and amend the 2006/07 Fire Millage Budget. A transfer of $3,735.10 from Fire Millage to Fire Improvement.

Fire Millage Budget -2006/07 - Motion by Rosa to adopt the Fire Millage Budget of $86,365.10 for 2006/07. Support Gray. Roll Call. All Ayes. Motion Carried.
Fire Improvement Budget 2006/07 - Motion Rosa to adopt the Fire Improvement Budget for 2006/07 for $36,373.43. Support Gray. All Ayes. Motion Carried.
Fire Millage Budget -2007/08 - Motion by Rosa to adopt the Fire Millage Budget of $107,287.00 for 2007/08. Support Geetings. Roll Call. All Ayes. Motion Carried.
Fire Improvement Budget 2007/08- Motion by Rosa to adopt the Fire Improvement Budget of $51,899.46 for 2007/08. Support Miller. Roll Call All Ayes. Motion Carried.
General Fund: Motion by Rosa to adopt the General Fund Budget of $291,056.00 of 2007/08. Support Gray. Roll Call. All Ayes. Motion Carried.
Park and Recreation: Motion Rosa to adopt the Parks and Recreation Budget of $28,000.00 for 2007/08. Support Gray. Roll Call. All Ayes. Motion Carried.
PUBLIC IN-PUT: Rosalie Pelch - Weldon Rd, Homestead Twp. The previous board purchased High Band Radios, can the cost be recouped through Homeland Security Grants?

The Fire Department Budget is underbudgeted in the Insurance Account and in the Repairs Account..
Motion by Gray to move $600.00 from the Capital Outlay Account into the Insurance Account. Support Rosa. Roll Call. All Ayes. Motion Carried.
Motion by Miller to move $750.00 from the Capital Outlay Account into the Repairs Account. Support Gray. Roll Call. All Ayes. Motion Carried.
In the General Fund Account the Township Hall and Grounds Account are underbudgeted.
Motion by Rosa to transfer $1,500.00 from the Contingency Account into the Twp Hall/Grounds Account. Support Miller. Roll Call. All Ayes. Motion Carried.
Bank Depository - Motion by Demitroff to continue to use the Honor State Bank as the Township Depositor for 2007/08. Support Gray. All Ayes. Motion Carried.
Meeting Time and Dates - Motion by Rosa to hold the Homestead Twp Board Meeting on the first Monday of the month, at 7:00 p.m, unless a holiday falls on that Monday, then it would be moved to Tuesday. Support Miller. All Ayes. Motion Carried.
Robert=s Rule: Motion by Gray to conduct the Homestead Twp Board Meetings by Robert=s Rules. Support Miller. All Ayes. Motion Carried.
Truth in Taxation: Motion by Demitroff to approve Truth in Taxation for Homestead Township set by the State of Michigan. Support Rosa. All Ayes. Motion Carried.
Joint Planning: Working on the Master Plan. There is a meeting March 6 at 6:30 p.m., Homestead Twp Hall. Three speakers will be doing a presentation starting at about 6:45. Roger Williams, Gordie Fraser, and EC&S.
Fire Department:
In response to the Public In-Put on the purchase of the High Band Radios, Homeland Security Grant monies were used to help purchase them.
The Fire Department will be applying for grant money through Homeland Security by the end of March. No bids need to be presented to the board when applying for the Grant Money.
NEW BUSINESS:
Park Committee - Demitroff is proposing to advertise in the paper for three (3) people to form a Park Committee for the Homestead Twp Park.

Pay Schedules: Motion by Rosa to adopt the pay schedule as presented. Support Miller. Roll Call. All Ayes. Motion Carried.
Hardship Exemption Guidelines: Motion by Rosa to adopt the Federal Poverty Exemption Guidelines as presented. Support Miller. All Ayes. Motion Carried.
Fire Department Contract: Motion by Gray to accept the Fire Department=s contract between the Fire Department and Homestead Twp. For 2007/08. Discussion followed. Should there be a clause in the contract regarding bids and the amount the Fire Department is allowed to spend on supplies and maintenance repairs? This is tabled until the next meeting (April) while it is researched.
News Letter - It is almost ready for the printer.
Motion by Gray to allow the newsletter to go to print only after the full board is given a copy to review and each gives their approval to the supervisor. Support Rosa. All Ayes. Motion Carried.
