Blake Brooks introduced new Homestead Township member Jessica Wooten.
Mary Miller reported the Inland Township Board adopted both the amended joint agreement and the resolution at their January 8th meeting. They also approved a ($40.00) forty dollar per diem for the planning commission members. A bank account needs to be set up by Inland Township treasurer for the joint planning commission so the commissioners may get paid for attending meetings. Each township will have to figure a dollar amount to place in this account.
Blake requested that the township boards allow Inland to set up the Joint Planning account as soon as possible.
Cathy Demitroff reported in Zelda Gray’s absence the Homestead Township Board also adopted the amended joint agreement and resolution. The clerk, Mary Geetings, published the resolution in the January 10, 2007 printing of the Record Patriot. The clerk had received two lists for the letters of intent. Letters were presented to commissioners for them to decide whom to mail them to. Cathy Demitroff will mail them on January 17, 2007.
New Business;
Blake Brooks and Mary Miller will call Mike Cochran to see if he intends to continue on the commission.
The Commission voiced the hope that most of the places receiving the letters of intent will prefer the electronic option to receive their copies of the master plan rather then paper copies.
Entities registered to receive the letter of intent to plan must submit its comments within 65 days of receiving the plan. The county has 75 to 95 days from when the plan was submitted to submit its comments and statement on consistencies with other plans. All entities that received a copy of the proposed plan must receive a notice of public hearing. Public hearings must be published twice in local newspaper, the first being between 20 and 30 days before the hearing and the second being no more then 8 days prior to hearing.
Blake stated the worse case would be about 125 to 160 days after the first draft of the plan to be adopted. We are possible looking at September or October before we will be in the zoning business.
Joe VanderMuelen, Land Information Access Association - Partners for Change, called Blake offering his services, so for free and some for a fee. Mr. VanderMuelen also sent Blake information on a class in Petoskey on February 28, 2007 in case any of the commissioners are interested in attending. More information on classes may be found on the internet at www.planningmi.org.
Mr. VanderMuelen and Mr. Kurt Schindler, MSU, both expressed how important the master plan is. This plan is the main importance for the ordinances to be enforceable.
Christy Andersen brought the commission up to date on where they are at with looking at the wording of the master plan.
The commission decided to continue with the plan wording before asking an expert in to look it over and advise, possibly Steve Fouch or somebody else.
Budget:
Blake Brooks and Christy Andersen will set up a meeting with Almira Township and report back to the commission.
Fred Poynor asked if we should have a plan in case the Village of Honor should want to join in or zoning project. The commission said “We would talk with them on it.”
Roger Hubbell thanked Jerry Bush from Inland Township board for attending the meeting. The full commission thanked him and the members of the public for taking an interest.
